Continued to February 14, 2008 Project Planner.• Kim Wong (kwong2@anaheim. net) John Van Doren, Zoning Administrator, opened the public hearing. Dave See, Senior Planner, introduced Item No. 4. He referred to the aerial map and stated this request for subdivision is the last of three phases. Phase 1 was an industrial subdivision at the north portion of the 20-acre property which is not part of the subject request, but it is related to the request and it was already approved and has been built, and Phase 2 was subdivided and has been approved and built to the south of Phase 1. He stated regarding Phase 3, staff is meeting with the applicant and meeting between departments to discuss the access from Kemp Street. He referred to the boundary line and stated there is access from Patt Street onto this property; but there is also access from Kemp Street which was not the case for Phase 1 and 2. Staff has not come to a conclusion yet if they are going to support access from Kemp Street, and he pointed out there are single-family homes, apartments and condos in the neighborhood to the south. If the request is approved and access is provided on Kemp Street, there would be some traffic going through Kemp Street onto the industrial property, which is the reason why staff is recommending a continuance in order to try to resolve the traffic and access issues. Mr. Van Doren referred to Kemp Street and asked where the access is currently. Mr. See responded the residences fronton Kemp Street, it is a residential street and serves the neighborhood. He referred to the Atchison trucking site and stated they do not have access from Kemp Street and they only have to access from La Palma Avenue. There were two industrial sites for many years and they did have access from Kemp Street, but he believes the truck access was very light. Steve Valdez, 1014 N. Kemp Street, Anaheim, CA, interjected and stated there was a minimum of one to two trucks a week. He explained that employees accessed Patt Street but it was used very minimally. Mr. See stated Kemp Street is a small residential street and staff is concerned about large vehicles on the street. Mr. Van Doren asked for the dimension of the street. Sandip Budhia, Associate Engineer, responded going north bound on Kemp Street it is 15 feet from the centerline to the right of way, and south bound is 25 feet from the centerline to the right of way. 01-31-08 Page 3 of 5 • • JANUARY 31, 2008 ZONING ADMINISTRATOR MINUTES Mr. Van Doren noted that the applicant is not present today; Mark Gordon, Assistant City Attorney, advised staff to clarify who requested the continuance of the item and to inform the neighbors present that it is likely the public hearing will be continued to a future date. However for convenience of the neighbors present today they have opened up the public hearing if they wish to speak on the item. Mr. Van Doren thanked Mr. Gordon and stated today's staff report indicates that the applicant agreed to a continuance of the item in order to allow time to address the concerns of staff and the neighbors; he asked if anyone wished to speak. Mr. Valdez stated his main concern is traffic because he feels they will have a hard time exiting Kemp Street and he feels they will start accessing the alleys and will find other ways to get out of the neighborhood which will create more traffic problems in the area. He referred to an aerial map of the site which he provided at the meeting, showing the alleys that may be accessed to exit the neighborhood by accessing Patt Street to La Palma Avenue, or by accessing Julianna Avenue and Olive Street to the signal. Mr. See clarified that from Kemp Street it is difficult to turn left onto La Palma Avenue, so when exiting out of Kemp Street in order to go eastbound on La Palma Avenue people may cut through the neighborhood in order to have access to the signal. Further discussion amongst staff and Mr. Valdez took place pertaining to traffic and access to and from the subject neighborhood; Mr. Valdez reiterated his concern is traffic and stated in the future how much traffic will be generated by the subject request, therefore he is requesting to have the traffic controlled for the neighborhood. Eduardo Ibarra, 1030 N. Kemp Street, Anaheim, CA, (spoke Spanish; Mr. Valdez interpreted) stated he is concerned about traffic, noise and safety concerns. He referred to Horace Mann School which the children in the neighborhood attend and stated it is nice now because there is no traffic but as soon as the area is built it will generate more traffic. His main concern is for the families and children in the area. Mr. Van Doren stated it is his intention to continue the hearing for two weeks to February 14th, no additional public notices will be sent. Mr. Gordon clarified they do not intend to provide any further legal notice of the public hearing since it has already been noticed, but they wilt be giving the required notice under the Brown Act. Mr. Van Doren stated he will continue the item to February 14th, and will keep the public hearing open for additional input; he provided direction to staff for the next meeting and indicated he will need additional information on ownership if Traffic Engineering has plans to modify ingresslegress for any of the adjoining parcels and if they have any input regarding addressing the neighbor's concerns. He would also like to know what traffic controls exist at all of the points mentioned today, are the alleys public or privately owned; are there any restrictions to the use of the alleys; and he would like to know what access exists or is already approved (Phase 1 and 2) or might be planned for Patt Street. Further discussion amongst staff took place regarding weight limits for large vehicles; Mr. Van Doren stated he would like information on weight limits included in the staff report for February 14tH CONCERN: Two people spoke with concerns regarding the subject request. 01-31-08 Page 4 of 5 ~ !
