Mr. Van Doren stated the specifications on the banners show a relevant location and appropriate placement for the intended purpose. He then took action to approve the subject request, based on the findings described in the staff report and resolution prepared by staff. Anaheim Boulevard, Suite 1003 Anaheim, CA 92805 APPLICA(VT: Lincoln Anaheim I& II Housing Partners, L.P. 18201 Von Karman Avenue, Suite 900 Irvine, CA 92612 LOCATION: 1275-1287 East Lincoln Avenue: Property is approximately 4.2 acres, having a frontage of 430 feet on the north side of Lincoin Avenue, approximately 517 feet east of the centerline of East Street. Kimberly Wong Kwong2@anaheim.net John Van Doren, Zoning Administrator, opened the public hearing. Kim Wong, Planner, introduced Item No. 2 and stated the parcel map includes Parcel 1 which would encompass the western portion of the property which includes 72 apartment units, Parcel 2 would encompass the eastern portion of the property which includes 74 apartment units, and Parcel 3 would include the entire site below the ground level including the subterranean parking garage. The proposed subdivision is requested for financing purposes, but all three parcels would be tied together and be maintained as a single property. Mr. Van Doren stated it is his understanding that the property is improved with a commercial bui~ding. Ms. Wong responded the property is currently the former CHOC retail site and the building is currently being occupied by the Anaheim Police Activities League. The building will be demolished in the next few months when building permits are ready for issuance and they will likely begin construction in early 2009. Mr. Van Doren asked if the permit has been granted for the construction of the apartments. Ms. Wong responded no, they are still trying to finalize financing. The Planning Director has already approved the site design for the project. ZA090408 Page 3 of 4 SEPTEMBER 4, 2008 ZONING ADMI(dISTRATOR MIMUTES Liane Takano, applicant, wished to state for the record their understanding that the design of the proposed private street, as shown on the map, has not been approved and they do not assume that approval of the tentative map is an approval of the street design or design of the site plan. They also understand that improvements to Lincoln Avenue are required with any new construction including parkway and sidewalk. Mr. Van Doren asked if there was anyone who would like to speak to this item; seeing none, he closed the public hearing. He asked staff if the design of the private street raised by the applicant is addressed in the conditions of approval. Ms. Wong responded the purpose of the applicanYs statement is because they wished to show the private street on the pla~ to depict the projects but the final design of the private street is not approved based upon that plan. In addition, they understand that any new construction in the future will result in improving Lincoln Avenue to the ultimate right-of-way street design. There was no need for additional conditions of approval. Mr. Van Doren affirmed there is a condition that requires that access be addressed separately; therefore this approval of the air space subdivision does not include an approval of the site plan for the driveway or private street design. He then took action to approve the subject request, based on the findings described in the staff report and the resolution prepared by staff. MEETIIVG ADJOURNED AT 9:40 A.NI.
