MOTION CARRIED. 1780 City Halli Anaheim, California, November 27, 1956 ~ 7:00 PcMo WFST ANAHPIM ANNEXATION--CANVASS OF EL~CTION R~TURN~: Mayor Pearson appointed Councilman Wisser and Coons, Inspectors, and Councilman Schutte and Fry, Judges, for the purpose of canvassing the returns of the Special Election held November 20, 1956 on the proposed annexation of inhabited territory known and designated as the West Anaheim Annexationo Tally lists were compared with the seml~official returns submitted and found to coincide, thereupon, Councilman Coons moved that the finding of the Canvassing Board be that the votes cast at the polls were correctly reported as follows: 203, Yes; 649, NOe Councilman Schutte seconded the motiono MOTION CARRIED. ......, The City Clerk reported that six applications for absentee ballots had been received and that the signatures on the applications had been compared with the original voter's affidavit on file in the office of the County Clerk, and found to coincidee Further~ that the ballots were issued and all have been returnedo Ballots issued for the use of absentee voters were accounted for and it was noted that the unused ballots were shown to be voldede The Canvassing Board verified the signatures of the absentee voters by comparing the signature on the applications and identification envelopes with the original affidavit of registrationo The name of the absent voter was announced, the ballots deposited 1n the ballot box, removed, tallied, and the results declared according to law beinq one, Yes; five, No. On motion by Councilman Schutte, seconded by Councilman Fry, the Election Officer's payroll was approved and an increase to $18~OO for Inspector and $15eOO for other officers was authorized to conform to compensation normally paid by the County of Orange for election officerso MOTION CARRIED. That from and by its canvass of such returns, said City Council finds: 1. That the whole number of votes cast at such election was 858. 2. That the number of votes cast at such election in favor of Annexation was 203. 3. That the number of votes cast at such election against annexati.on was 649. 4. Williams CITY CLERK OF THE CITY OF ANAHEIM PUBLIC HEARING - NORTHEAST ANNEXATION: Pursuant to Resolution No. 3535 duly published in the Anaheim Bulletin and Placentla Courier, October 25, 1956 and November 1, 1956, and written notices mailed November 2, 1956 to owners of property within the proposed annexation, public hearing was ordered. The Mayor asked if anyone wished to address the Council. No one present objected to the proposed annexation and no written protests were received in the office of the City Clerk, thereupon, the Mayor declared the hearing closed. ORDINANCE NO. 1108. Councilman Wisser offer Ordinance No. 1108 for first reading and moved for its passage and adoptiono AN ORDINANCE OF THE CITY OF ANAHEIM APPROVING THE ANNEXATION TO THE CITY OF ANAHEIM OF TERRITORY KNOWN AND DESIGNATED AS NORTHEAST ANNEXATION. After hearing read in full the title of Ordinance No. lIDS and having knowledge of the contents therein, Councilman Wisser moved that the reading in full of said Ordinance be waived. Councilman Coons seconded the motion. MOTION UNANIMOUSLY CARRIED. PUBLIC HEARING - RECLASSIFICATION NO. F-56-57-2l: Submitted by Spadrom Estates requesting R-3 Zoning within Tract No. 2624, Lots 1 to 64, said Tract is located on the north side of Romneya Drive between West Street and Euclid Avenue. The City Planning Commission, pursuant to their Resolution No. 82, re- commended said reclassification be denied. 1786 Ci tv Hall, Anaheim. Cali fornia t November 27, 1956 - 7: 00 P,.M. The Mayor asked if anyone ~shed to address the Council on the matter. Mr. Bernard addressed the City Council on behalf of the Spadrom Estates (Louis Lesser & Associates) and advised that they were the owners of the property to the east, a part of which has been developed into single family residences, and that this request was made because of inability to sell the single famj.ly residences in this area. He presented an artist's conception of the apartment buildings that they proposed to construct, which would contain four units each. Mr. Bernard also submitted a letter from Mr. Louis Lesser advising that it was their intention and .~ promise to construct the multiple family dwellings in accordance with the renderings as presented and to restrict the land by deed restrictions to the two story dwelling un! ts. It was noted that the lots within the tract were subnormal in size, being on the average of 60 feet by 100 feet. Mr. Al Scali, 1203 West Romneya Drive, and Mr. Blackford, 1312 Lombard Drive, addressed the City Council, protesting the reclassification. They advised that they had been informed when purchasing their homes, that only single family residences would be constructed in this area, and that it was their opinion that sufficient multiple dwellings were already in the area. Further, that the increase in traffic caused by the additional residents would add to the already overburdened traffic condition on'Romneya Driveo After further discussion, Councilman Coons offered a Resolution to rezone Lots 1 to 46, R-3, with Lots 47 through 64 remaining R-l, thereby creating a full buffer on the west side of the area backing up to the present R-I zoning. The City Council felt that Mr. Scali and Mr. Blackford should advise their neighbors of the poss;.blli ty of rezoning a portion of this area R-3 and retaining a R-l buffer zone. Councilman Coons withdrew Resolution previously offered and moved to hold the matter over to December 11, 1956, 7:00 o'clock P.M. Councilman Wisser seconded ~ the motion. MOTION CARRIED. Councilman Wisser moved to withdraw objections to the granting of said liquor license and rescind the action previously taken by the City Council inasmuch as there was a misunderstanding in the matter. MOTION CARRIED. r- STATE CDMPENSATION INSURANCE FUND POLICY: Workman's Compensation Policy No. D-I0959-56 covering the period from November 29, 1956 to November 29, 1957 was submitted and the City Council ordered the acceptance of said policy and the payment of the initial premium in the amount of $800.00, on motion by Councilman Wisser, seconded by Councilman Coons. MOTION CARRIED. _PURCHASE TRACTOR-DOZER: The Admini strati ve Offi cer reported on informal bids received for the purchase of a tractor-dozer for the Water Depart~ent and stated that there are two manufactures that make the type and size of dozer required for the job, being the International Harvester and the Caterpillar, and that only the Caterpillar had the hydraulic angle control, which he felt was required for our operations. Therefore, he recommended the purchase of the Caterpillar D-2 for the sum of $12,500.00 plus sales tax, and the trade in of the City's Galleon three-wheel, 10 ton, road roller for $1,325.00. Councilman Schutte moved that purchase be made of the Caterpillar tractor-dozer with the hydraulic angle control, Model 0-2, for the sum of $12,500.00 plus sales tax, and that the Galleon, three-wheel, lO ton, road roller be traded in on the transaction for $1,325.00 as recommended by the City Administrative Officer. MOTION CARRIED. r- PROPOSED ZONE CHANGE, WEST OF HAS~R, SOUTH OF SANTA ANA FR~FWAY: A copy of a letter was submitted and read which was sent by the Orangewood Development Corporation to the Orange County Board of Supervisors, urging them to not permit encroachment of industrial plants 1n this vicinity, feeling that it would be detrimental to the overall planning for the commercial development already established in this area. After discussion, the City Council asked that the Secretary of the City Planning Commission request the Orange County Board of Supervisors and the Orange County Planning Commission to take no action rezoning any portion of this area until a complete study can be made.
