A gentlemen in the audience questioned the status of a pending agree- ment between the County of Orange and the Southern Pacific Railroad for a joint installation of a railroad signal at the Southern Pacific crossing at Brookhurst Avenue, and also questioned the status of an action by the Orange County Board of Supervisors with reference to two large excavations made by the Dyke Water Company underneath the Edison Company Power Lines that are supposedly to be used for reservoir purposes, which excavations the residents in the area consider an attractive nuisance. It was his understanding that should this area be annexed prior to the signing of the traffic signal installation agreement and settling the matter of the two Dyke Water Company storage reservoirs, that the County of Orange would lose jurisdiction and the long period of time it has taken to get these matters to this point would be lost~ His only thought was trying to pre- lude what effort has already been taken on these two matters~ :'he gent lemen was advi sed tha t should thi s area become a part of the City before t se ma:ters are settled, that the City would, in all probability, follow through, ". Mro Murdoch, City Administrative Officer, explained the CityVs policy regarding annexed areas to the City, that are presently being supplied water by private companiesB There being no further discussion, and pureuant to previous motion made, the matter was ordered continued to May 28. 19570 PUBLIC HEARING = RECLASSIFICATION NO. F~h56-57~73: Submi tted by Roy Do Kokx, et al., requesting M-~l zoning on property comprising approximately 31 acres, described, briefly, as that triangular area east of Placentia Avenue, south of the Houston Freeway, and west of Sunkist Avenue. The City Planning Commission, pursuant to their Resolution No. 225, recommended said reclassification, subject to the following conditions; Ii ne. 1. The erection of a 6 foot solid masonry wall along the South property 2. Planting trees next to the wall. 30 Landscaping the area for 25 feet North of the wall. Mitchell, General Manager, and public hearing ordered helde The Mayor asked if anyone wished to address the Councilo Mrs~ Rhea Todd, Agent for the Applicants, presented two maps showing the proposed overhead pass for the Houston Freeway where the Pomona Freeway is to join. !\!1r" John 1\10 Kent, Attorney, representing Prudential Homes and Gibraltar Homes, property immediately south of the subject property, addressed the Council stating that the builders have engineered the two adjacent tracts for homes, as it was their understanding that industries would be confined north of the Freeway, and that if industries are allowed to filter in the area south of the Freeway, -Anaheim would lose one of the last fine residential areas of the towna Further, that financial commitments on the Gibraltar Homes have been temporarily withdrawn pending the action of the City Council on the matter, as the FeHoA~ valuation depends on the surrounding area as well as the building of the homes~ Mr. Beatty, resident~owner on Sunkist Avenue, addressed the Council urging the reclassification be denied and the area remain for residential purposes. Mra Grannis, one f the owners requesting the M=> zoningJj stated it was his understanding that the homes to be built at the north end of the tract are to be a smaller, cheaper type home than the others in the tracto Als09 in June, 1955, this entire area of approximately 20 acres was offered for sale to the Prudential Homes, ~hj ch offer was refused as they considered the area not suited for residential. TRACT NO. 1647; Dr Reagan~ purchaser of property within Tract No. 1647, ad- dressed the Council regarding the improvements within said Tract and request the City Council authorize the Legal Department to take action against the bonding company for the installation of the improvementso Mr. Keith Ao Murdoch, City Administrative Officer, advised that the extension of time to the bonds will be up May 15th and that no action has been taken to put in the improvementso Councilman Schutte moved that the City Attorney be instructed to take necessary action for the installation of the improvements to clear up this matter. We Mungall, Secretary to the City Planning Commission~ reported that the area was presently R-A, a zone in which private schools are allowable, however, no use and occupancy permit or business license had been obtainedo Further.,. in the City Planning Commission~ recommendations regarding the zoning of the Ball Road NOe 2 Annexation, this area was recommended to be zoned M-l~ which recommendation was referred back to the City Planning Commission for further study with reference to the recommended M-l zoning in the southern part of the annexed territory, near Disneyland. The City Council requested the City Planning Commission call a public hearing to act on this matter at their-June 17, 1957 meeting. TRANSFER OF FUNDS; Transfer of $11,162,,50 from the General Fund to be deposited May 21, 1957 in the Anaheim Bond and Redemption Fund, was authorized on motion by Councilman Wisser, seconded by Councilman Schutte. REQUEST TO USE LA PALMA PARK - SEMI-PRO FOOTBALL: Communication from Orange County Sports Promotions, Inc., by Denzel Eo Reasoner, Business Manager, was submitted and read, requesting to use the La Palma Park facilities for semi-pro football on Sunday afternoons. Mr. Reasoner addressed the Council and advised that negotiations were started to make this a straight professional football series$ That there would be nine games played in Anaheim starting the 8th of Septemberg Mr. Reasoner was informed that the Council would take this request under advisement. MINUTES: Minutes of the Joint Outfall Sewer Executive Committee Meeting held May 6, 1957 were approved and ordered filed on motion by Councilman Wisser, seconded by Councilman Schutte. FINANCIAL AND OPERATING REPORTS: Financial and operating reports for the month of April, 1957 were ordered received and filed on motion by Councilman Wisser, seconded by Councilman Schutte. Byron and Bernies Plumbing Company was ordered received and filed when approved by the City Attorney, on motion by Councilman Schutte, seconded by Councilman Wisser. MOTION CARRIED. DINNER DANCING PLACE PERMIT: Pursuant to application submitted by Alfrancis, Inc., dba Royal Hawaiian Restaurant, and favorable recommendations of the Chief of Police, a Dinner Dancing Place Permit was granted to the Royal Hawaiian Restaurant on motion by Councilman Schutte, seconded by Councilman Wisser. MOTION CARRIED. PERSONNEL; The Administrative Officer, Keith A. Murdoch, reported the appointment of Marjorie Coe Dargatz, Typist Clerk in the Building Department; and Armand L.
