He did not feel the map, as proposed by the City Dlanning Commission, would alleviate the problem. Mra Robert Wo Quast, 1536 Brande, addressed the Council with reference to the CityVs overall zonjng plan, and asked if the overall zoning plan establishe-d light industry at this location, or if this proposed map of the City Planning Commission was a compromise~ Mr. Pearson stated that ordinarily railroad property is considered suitable fOT =ndustry, there is light industry on the north and east, and seems reasonable tha igh industry, of the proper kind, would not be out of placeo Mro Quast admitted it was true there was light industry north of BroadWay, however, they wanted industry at least stopped at Broadwayo With reference to a compromise, the Mayor advised that this was the first time the map, as prepared by the City Planning Commission, had been presented, either to the applicant or the City Council. -+-, 223-' City Hall, A~aheim, California, September 3. 1957 - 7:00 P&Mo Mro John Bernbranch, 628 Gilmar Drive, addressed the Council and advised that this was the fourth tentative study of the area and read from a copy of Mr& BergerUs application, the reasons for which the request was made. He also read the statement from the City Planning Commission, with reference to their reasons for recommending denial of said reclassifications Reference was made to the protest petition as presented to the City Planning Commission containing 268 signatures of property owners in the area, who objected to the extension of streets into their tract and the proposed rezoning. It was his opinion that there wassuffi.cient industrial property in Anaheim without Con- sidering this area, and referred to the recent annexations to the City of Anaheim which were earmarked for M-l zoning~ He stated that approximately 151 people were present at this meeting opposing this zoning and also that the Union Press Steel Company formerly owned property adjacent this area but did nd build because they did not feel it was profitablet Mr~ Berger addressed the Council and stated, that with reference to the Union Press Steel Company not building there, he agreed that this was not the proper location for this type of industry as this would require M-2 or heavy manufacturing zoneG Further, that they were not interested in bringing in a foundry as they wanted small, clean, smokeless, noiseless industries, such as electronic plantss He stated that after the City Planning Commission meeting and the objections of the people in the area were known, that a revised map was prepared~ Mr. Berger presented the revised map and explained that ~hey planned to completely isolate this area from the tracts to the south and have only one ingress and egress which would be from Broadway. Their plan lnd~cated M-l zoning adjacent the railroad tracks, R-l zoning immediately north crf the existing R-l tracts, extending westerly R-3, and one row of R-3 on the east side of Loara Street, extending northerly to Broadway. Don Butler, 603 Adrea, referred to the number of people present objecting to the rezoning, the number of people living in the tract, dnd the number of prospective purchasers in the tract, and compared the number ~f increased attendance to the Loara School for the past three ~ars. Petition of opposition received at open meeting, was submitted and \ f, Mr. Ray Rho~ds, representing Mr. Finley, addressed the Council and presented a plot plan of the proposed development, showing change to the original plan, by having the entrance from Ball Road rather than Western Avenue, and that the Western Avenue side of this property will be blocked off by a concrete blodk wall or hedge. There will be no advertising signs along Western Avenue. The building originally faced Western Avenue, and the revised plan has been changed to face the building towards Ball Road. There will be no body or fender work or painting done, further, this will be for repair of automobiles only and there will not be more than five cars for re- pairs on the property at anyone time. It was noted that this use would normally require C-3 or M-l zoning. Mr. Donovan, 9861 Western Avenue, addressed the Council, stating that those interested in commercial ventures in this area did not intend to live here" Mr. Don Fuquay advised he had no intentions of moving and further, he approved the Varianceo Others addressing the Council in opposition were: Robert L. Dear Sir: It is our u~derstanding that on August 27th, the Anaheim City Council approved our request for a variance to construct a motel on the above mentioned property with additi00al improvements of living quarters, restaurant, gift shop, and cocktail bar with the following stipulations: Item (1) Item (2) Item (3) Each motel unit is to be a minimum of 300 sq. ft. Building structure is not to exceed two stories in height. Applicant will, upon acceptance by building department of complete plans and issuance of a building permit on the motel and other improvements, dedicate an additional ten feet on the east side of the property for widening Harbor Boulevard. Our plans ar1e incomplete because of the limi ted time allowed to close the escrows on the property, which were all subject to approval of a proper variance for construction of a motel, with other improvements. As the cost offue land is $40,000000 per acre, we will have to utilize the ground to its maximum usage in order to create a sound investmento Because of the excessive cost paid for the land, any improvement we make will necessarily be an asset to Disneyland, Harbor Boulevard, and Anaheim. The following are our thoughts on the above stipulations: Item (1) Restriction as to the square foot area of each unit is a very un- expected limitationo Our completed plans will include motel units ranging from approximately 225 sq~ fto up to approximately 400 sq. ft. This variation is necessary to allow for price accommodations to suit the means of our expected tenants, from salesman and worker to bank executive and financier. Restriction to a minimum of 300 sqo fto per unit would involve too great a handicap for us from the time of securing mortgage money to the actual building and operational stageso This restriction, based on inquiries to mortgage sources, and motel and hotel operators, could very easily delay mortgage committments am construction, and cause complete failure of an otherwise sound business. Item (2) During the Planning and Zoning meeting of August 19th, we explained that our complete plans would include a three story portion with elevator facilities toward the rear of the propertyo We feel the aforementioned is necessary to make a more attractive project and to allow more room for parking, landscaping, gardens, and pool areaa It is our desire to build a motel really worthy of its l~cation& We cannot do this if you restrict us to the requirements of an ordinary motelo We have been told by the Planning and Zoning Commission that the motel zoning allows up to eight stories. COTTAGE PET HOSPITAL - 704 East Sycamore Street: Chief of Police reported on investigation made regarding the petition received August 19, 1957, relative to the noise from the dogs at the Cottage Pet Hospital. He reported that as far as the zoning or licensing laws were concerned, there were no violations regarding the operation of this business at this location, and that further investigation is to be made by Officer Eggleston to determine if the animals are housed within the building at night.
