A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM ACCEPTING AND APPROVING ANAHEIM'S
RESIDENTIAL CONSERVATION SERVICE (RCS) PLAN
AS AMENDED AND AUTHORIZING THE PUBLIC UTILITIES
GENERAL MANAGER TO SUBMIT SAID PLAN TO THE
DEPARTMENT OF ENERGY (DOE).
WHEREAS, pursuant to Part 1 of Title II of the
National Energy Conservation Policy Act (NECPA), PUBL No.
95 -619, 92 STAT 3206, et seq., electric utilities with
annual kilowatt hours sales in excess of 750 million kilo-
watt hours are required to offer a residential audit service
to utility bill - paying occupants of single- family homes and
apartments up to four units; and
WHEREAS, pursuant to said Act, the City of Anaheim
is required to submit to the United States Department of
Energy (DOE) a plan describing how the City intends to
implement a Residential Conservation Service Plan ( "the Plan ");
and
WHEREAS, the Public Utilities Board of the City of
Anaheim has held a public hearing on the Plan and has other-
wise complied with the requirements of the Department of
Energy in connection with the Plan, and has heretofore
submitted the Plan to DOE; and
WHEREAS, DOE has made requests for certain amendments
to be made to the Plan; and
WHEREAS, the Public Utilities Board has recommended
acceptance and approval of the Plan, as amended; and
WHEREAS, the Plan, as amended, is acceptable to the
City Council of the City of Anaheim.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Anaheim that the Residential Conservation
Service Plan, as amended, prepared by the Anaheim Public
Utilities Department is hereby accepted and approved.
BE IT FURTHER RESOLVED as follows:
1. That the City of Anaheim will implement the program
contained in the Plan.
2. That the City of Anaheim will enforce compliance
with the Plan.

3. That the Anaheim Public Utilities General Manager
is hereby authorized and directed to submit said Plan, as
- amended, to the United States Department of Energy.
THE FOREGOING RESOLUTION is approved and adopted by
the City Council of the City of Anaheim this 12th day of
November, 1980.
