RES-2022-046 RESOLUTION NO. 2022-0 4 6 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM ADOPTING THE UPDATED CITY OF ANAHEIM HAZARD MITIGATION PLAN AND APPROVING SUBMITTAL OF THE HAZARD MITIGATION PLAN TO THE STATE OF CALIFORNIA GOVERNOR'S OFFICE OF EMERGENCY SERVICES AND TO THE FEDERAL EMERGENCY MANAGEMENT AGENCY AND RESCINDING RESOLUTION NO. 2017-073 WHEREAS, the preservation of life and property is an inherent responsibility of local, state and federal government; and WHEREAS, the City of Anaheim is charged and entrusted with the protection of persons and property prior to and during emergencies, and/or disaster conditions; and WHEREAS, the goal of a Hazard Mitigation Plan is to minimize, reduce or eliminate loss of life and/or property; and WHEREAS, this Hazard Mitigation Plan represents a comprehensive description of the City of Anaheim's commitment to reducing,preventing or eliminating potential impacts of disasters caused by natural and human-caused hazards; and WHEREAS, the City of Anaheim previously adopted its Hazard Mitigation Plan with the adoption of Resolution No. 2017-073; and WHEREAS, the City Council desires to rescind Resolution No. 2017-073 and adopt an updated Hazard Mitigation Plan in accordance with the Disaster Mitigation Act of 2000; and WHEREAS, the City of Anaheim has undertaken a comprehensive planning effort in developing the Hazard Mitigation Plan by organizing resources, assessing risks, and developing and implementing a mitigation plan and monitoring process; and WHEREAS, adoption of an updated Hazard Mitigation Plan is a federal requirement under the Disaster Mitigation Act of 2000 which is required in order for the City to receive Federal funds for disaster recovery and mitigation; and WHEREAS, the final draft of the Hazard Mitigation Plan was made available for public comment during March and April 2022; and WHEREAS, public meetings were held in March 2022, in accordance with federal regulations which provide for the review of the Hazard Mitigation Plan with interested members of the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ANAHEIM AS FOLLOWS: 1. Resolution No. 2017-073 is hereby rescinded. 2. The City Council of the City of Anaheim does hereby approve and adopt the Anaheim Hazard Mitigation Plan and authorize the Fire Chief, or his designee, to submit the plan to the State of California Governor's Office of Emergency Services (Cal OES) and the Federal Emergency Management Agency (FEMA) and to take all necessary administrative actions relating to this submission, including, but not limited to, execution of documents and other materials. 3. The respective city officials with responsibilities identified in the Hazard Mitigation Plan are hereby directed to implement the recommended actions assigned to them. Those officials will report on a quarterly basis on their actions and accomplishments to the Fire Chief. 4. The Fire Chief will provide an annual progress report on the status of the implementation of the Hazardous Mitigation Plan to the City Manager.
