RES-2022-050 RESOLUTION NO. 2022- 050 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM RATIFYING AND APPROVING THE ACTIONS OF THE ANAHEIM DIRECTOR OF HOUSING AND COMMUNITY DEVELOPMENT, OR DESIGNEE, IN SUBMITTING A GRANT APPLICATION ON BEHALF OF THE CITY OF ANAHEIM TO CALIFORNIA VOLUNTEERS FOR THE YOUTH JOBS CORPS INITIATIVE, AND ACCEPTING SUCH GRANT FUNDS ON BEHALF OF THE CITY OF ANAHEIM AND DETERMINING THAT THESE ACTIONS ARE EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) PURSUANT TO GUIDELINE SECTIONS 15061(b)(3)AND 15306 WHEREAS, authorized through the federal Serve America Act (2009) and Executive Order S-24-06, California Volunteers is the State Service Commission for California, and is responsible for administering the CaliforniansForAll Youth Jobs Corps Program, which.is a partnership between the State of California and local governments to help underserved youth find employment; and WHEREAS, as included in Governor Newsom's 2021 budget, the CaliforniansForAll Youth Jobs Corps Program includes$150 million dollars for youth workforce development in the 13 largest cities in California and $35 million dollars for programming in counties and smaller cities around the State: and WHEREAS, as one of the 13 largest cities in California, Anaheim was invited to submit an application for CaliforniansForAll Youth Jobs Corps grant funds (the "Grant") to increase youth employment, develop youth interest in and experience towards a career, and to strengthen city capacity to address key areas of climate, food insecurity and local COVID-19 recovery; and WHEREAS, the Housing and Community Development Department, through its designee,and on behalf of the City of Anaheim, submitted an application to California Volunteers for the Grant; and WHEREAS, the CaliforniansForAll Youth Jobs Corps Grant Program requires a resolution authorizing the City's acceptance of the Grant; the City's participation in the Youth Jobs Corps Program;and,the City Manager's execution of any and all documents and agreements required for the City's administration of the Grant in conformance with all State funding award requirements; and WHEREAS, Anaheim has been allocated up to $4.797.453 in CaliforniansForAll Youth Jobs Corps grant funds and is willing and able to conform to each of the terms, conditions and limitations imposed upon the Grant awarded to the City; and 1 WHEREAS,the City desires to accept any such grant which may be awarded to the City. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as follows: 1. Approves and ratifies the actions of the Director of Housing and Community Development or their designee in filing of an application for the CaliforniansForAll Youth Jobs Corps Grant. 2. The City Council of the City of Anaheim hereby agrees to, and by this resolution, does accept any such Grant so awarded to the City of Anaheim without further action of the City Council. 3. The City of Anaheim hereby affirms its compliance and agreement to comply with each and all of the terms, conditions and limitations imposed upon said Grant, and the City Council hereby ratifies actions taken by and approves actions to be taken on behalf of the City. by Anaheim Director of Housing and Community Development. or designee, including but not limited to, execution of any agreements, assurances, or other documents as may be necessary in connection with the acceptance of said Grant and administration of the Youth Jobs Corps Program. 4. The receipt of the Grant is exempt from the California Environmental Quality Act pursuant to CEQA Guideline Section 15061(b)(3), since it can be seen with certainty that there is no possibility that the Grant may have a significant effect on the environment, and pursuant to CEQA Guidelines Section 15306(Class 6),which pertains to basic data collection that does not result in a serious or major disturbance to an environmental resource.
