Sohl EXECUTIVE DIRECTOR OF COMMUNITY DEVELOPMENT: Lisa Stipkovich A complete copy of the agenda for the meeting of the Anaheim Housing Authority was posted at 12:00 noon p.m. on October 3, 1997 at the City Hall Kiosk, containing all items as shown herein. Chairman Daly called the regular meeting of the Anaheim Housing Authority to order at 5:28 p.m. FINANCIAL DEMANDS AGAINST THE ANAHEIM HOUSING AUTHORITY in the amount of $16,001.43 for the period ending September 29, 1997 and $4,033.24 for the period ending October 6, 1997, in accordance with the 1997-98 Budget, were approved. ADDITIONS TO THE AGENDA: There were no additions to agenda items. ITEMS OF PUBLIC INTEREST: No items of public interest were addressed. PUBLIC COMMENTS - AGENDA ITEMS: There were no public comments on Housing Authority Agenda items. APPROVAL OF MINUTES: 1.177: Chairman Daly moved to approve the minutes of the Anaheim Housing Authority meeting held September 9, 1997, Authority Member Lopez seconded the motion. Authority Member Zemel was absent. MOTION CARRIED. CONDEMNATION HEARING - SOUTH OF ROMNEYA REVITALIZATION PROJECT: 2.121: To consider the adoption of a resolution finding and determining the public interest and necessity to condemn certain real property interests in real property located in the City of Anaheim in connection with the South of Romneya Revitalization project; and authorizing the law firm of Oliver, Sandifer, Murphy, and Lee, special counsel to the Authority, to commence proceedings to acquire the property. Submitted was report dated October 7, 1997 from the Community Development Department recommending adoption of the proposed resolution subsequent to the due process hearing. Chairman Daly. Now is the time for the hearing on the proposed acquisition by eminent domain of certain real property interests required for redevelopment purposes described as a 10 ft. wide remnant parcel located adjacent to 719 and 723 Bywood Street in the City of Anaheim. He asked to hear from staff. Lisa Stipkovich, Executive Director of Community Development. She briefed the subject staff report noting that this remnant parcel is part of the South of Romneya Revitalization Project. All of the property acquired by the Authority has been conveyed to the related company and they are about half way through their revitalization. This parcel came about when a transaction was made in a previous sale to the Housing Authority. It was mistakenly left out of the legal description. For several months, staff has been negotiating with the current property owners but have been unable to reach an agreement on the value and are asking the Authority to consider this tonight so that they can clear up this last parcel and be able to have a new parcel map recorded on the property. Chairman Daly. He opened the hearing and asked if the property owner or a representative is present; no one was present. City Attorney White. He then clarified for the Chairman that since no one was present, he would not have to announce the only four areas of testimony that could be presented. The hearing was closed. Chairman Daly offered Resolution No. AHA97-2 for adoption. Refer to Resolution Book. RESOLUTION NO. AHA97-2: RESOLUTION OF THE ANAHEIM HOUSING AUTHORITY FINDING AND DETERMINING THE PUBLIC INTEREST AND NECESSITY TO CONDEMN CERTAIN REAL PROPERTY INTERESTS IN REAL PROPERTY LOCATED BETWEEN 719 AND 723 BYWOOD, IN THE SOUTH OF ROMNEYA AREA.
