RES-2022-061 RESOLUTION NO. 2022 - 061 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AMENDING POLICY 1.6 OF THE CITY COUNCIL POLICY MANUAL RELATING TO THE MANNER IN WHICH MEMBERS OF THE CITY COUNCIL MAY PLACE MATTERS ON THE AGENDA OF A REGULAR CITY COUNCIL MEETING AND RESCINDING RESOLUTION NO. 2019-131 WHEREAS,by Resolution 2019-131,the City Council amended City Council Policy 1.6 entitled"City Council Regular Meeting Agenda Setting"to the City Council Policy Manual; and WHEREAS, the City Council now desires to amend the City Council Policy Manual to amend City Council Policy 1.6 with regard to the manner in which the members of the City Council may place items on a regular City Council meeting agenda. WHEREAS,this Resolution will supersede Resolution No. 2019-131 adopted on November 5,2019. NOW, THEREFORE, BE IT RESOLVED: Section 1. Policy No. 1.6 entitled"City Council Regular Meeting Agenda Setting"is hereby deleted in its entirety from the City Council Policy Manual and replaced with the following: "Any member of the City Council may, during the Council Agenda Setting portion of a City Council meeting, request that an item be placed on a future City Council regular meeting agenda. The Mayor shall have the authority to place an item on a future agenda either during or outside of an open City Council meeting through the City Manager's Office. Both Councilmembers and the Mayor, when exercising their agendizing authority, shall be mindful of the complexity of the matter,the staff time necessary to prepare the matter,the urgency(or lack thereof) of the matter, and any other more pressing business, and shall consult with the City Manager regarding preparations for and timing of the agenda item requested. Notwithstanding any contrary provision in the Procedures and Rules of Order for the Conduct of City Council Meetings, with respect to Council-initiated or Mayor-initiated agenda items that the Council has considered or taken action on at a meeting(including,but not limited to,by voting on,postponing, or tabling), a Councilmember may not re-agendize the same or a substantially similar item for a minimum of six months,unless the request receives the support of at least two other Councilmembers. Such a request shall not be open for debate or discussion and the expression of the other Councilmembers' support shall be made informally by show of hands or otherwise. This provision is not intended to apply to proceedings that result in tie votes, which remain governed by section 3.04 of the Procedures and Rules of Order." Section 2. Resolution No. 2019-131 is hereby rescinded in its entirety. Section 3. This Resolution shall be effective immediately upon adoption.
