Dear Mr. Koehm:
Thank you for providing the Orange County Transportation Authority (OCTA)
with the public hearing notice for the City of Anaheim (City) Planning
Commission’s meeting on August 29, 2022, to consider the ocV!BE Project
(Project). This development will change vehicle and pedestrian circulation at the
Anaheim Regional Transportation Intermodal Center (ARTIC), and OCTA is
requesting clarity on commuter rail parking requirements as well as bus and
transit user circulation.
As background, on December 31, 2014, OCTA and the City entered into
Cooperative Agreement No. C-3-2137 to define commuter rail parking
requirements at ARTIC. As part of that agreement, OCTA and the City agreed
to Article 4.B that states:
Commuter Rail Parking: In accordance with the Purchase Agreement, the CITY shall
make available no fewer than nine hundred (900) surface parking spaces for ARTIC
commuters, employees, commercial tenants and other users, provided that
transportation uses shall have priority and these parking spaces sha ll not be made
available for non-transportation uses to the detriment of transportation-related use of
the parking spaces.
This parking commitment does not appear to be clearly delineated on site plan s
and related documents. OCTA requests that these details be added to plans
and related documents to clearly delineate the commuter rail parking
commitment. Further, the site plans and related attachments do not delineate
how bus circulation will occur at ARTIC nor how pedestrian circulation –
especially for transit users – will be maintained and potentially enhanced as part
of the development. OCTA respectfully requests that these details be defined to
a level that OCTA can provide meaningful feedback on parking requirements
and bus/transit user circulation.
