A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM RATIFYING AND APPROVING THE ACTIONS
OF THE DIRECTOR OF COMMUNITY SERVICES, OR
DESIGNEE, IN SUBMITTING AN APPLICATION FOR
GRANT FUNDS FROM THE STATE OF CALIFORNIA
BUDGET ACT OF 2021 (SB 129) FOR THE BUILDING
FORWARD GRANT PROGRAM AND AUTHORIZING THE
ACCEPTANCE OF SUCH FUNDING ON BEHALF OF THE
CITY AND AMENDING THE BUDGET ACCORDINGLY,
AND DETERMINING THAT THESE ACTIONS ARE EXEMPT
FROM THE CALIFORNIA ENVIRONMENTAL QUALITY
ACT (CEQA) PURSUANT TO GUIDELINE SECTION 15306
WHEREAS, the Legislature and Governor of the State of California have provided funds
for the program shown above; and
WHEREAS, the California State Library ("Grantor") has been delegated the responsibility
for the administration of this grant program, establishing necessary procedures; and
WHEREAS, said procedures established by the California State Library require a
resolution certifying the approval by the potential grantee's governing board either before
submission of said application(s) to the State or prior to execution of the grant agreement; and
WHEREAS, the City of Anaheim was awarded a grant from the California State Library's
Building Forward Program (the "Grant") to carry out various projects at Anaheim City Libraries;
and
WHEREAS, the City of Anaheim proposes to implement four projects under the Grant:
Central Library Fire Alarm System Installation, Euclid Library HVAC System Replacement,
Sunkist Library HVAC System Replacement and Haskett Library HVAC System Replacement
(hereinafter referred to as the "Projects"); and
WHEREAS, the City of Anaheim has the legal authority and is authorized to enter into a
funding agreement with the State of California; and
WHEREAS, the Community Services Director, through its designee, and on behalf of the
City of Anaheim, submitted an application to Grantor for said Grant; and
WHEREAS, the City received approval for funding by Grantor for the Projects; and
WHEREAS, the City is willing and able to conform to each of the terms, conditions and
limitations imposed upon any such Grant awarded to the City; and
and
WHEREAS, the City will provide matching funds for the Projects as required by the Grant;

WHEREAS, the City desires to accept any such Grant which may be awarded to the City.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as
follows:
1. The City Council approves and ratifies the actions of the Director of Community
Services, or designee, in filing of an application to the California State Library for the
Building Forward Program.
2. The City hereby ratifies actions taken by and approves actions to be taken on behalf of the
City, by the Director of Community Services ("Director") and the Director is hereby
authorized and directed to apply for and submit to California State Library an application
for the Projects and to conduct all negotiations, and sign and submit all documents,
including, but not limited to applications, agreements, amendments, and payment requests,
which may be necessary for the completion of the Grant.
3. The City of Anaheim agrees to be bound by all terms and conditions of the grant agreement
and any other agreement or instrument as may be required by the California State Library
and as may be necessary to fulfill the terms of the grant agreement and to complete the
Projects.
4. The City Council of the City of Anaheim hereby agrees to, and by resolution, does accept
any such Grant so awarded to the City of Anaheim without further action of the City
Council being required.
5. Contingent upon award of said Grant, the annual budget of the City of Anaheim is hereby
amended by increasing revenue and expenditures in an amount equal to the amount of the
Grant Funds awarded.
6. The receipt of the California State Library Grant Award is exempt from CEQA under
guideline section 15306, which pertains to information gathering purposes leading to an
action that a public agency has not yet approved, adopted or funded.

City of Anaheim this 20 day of December , 2022, by the following roll call vote:

Rubalcava, Faessel, and Meeks
