Environmental Determination: The Planning Commission will consider if the previously certified Environmental Impact Report No. 330 and Supplemental Environmental Impact Report No. 346 together with the Infill Streamlining Checklist are the appropriate environmental documentation for this request under the California Environmental Quality Act. Approved Resolution No. PC2022-091 as amended to remove duplicate Condition No. 1 (same as Condition No. 32) and renumbering the conditions of approval to reflect the change, and approved Resolution No. PC2022-092. Environmental Determination: The Planning Commission will consider whether the proposed action is exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15061(b)(3). *Incorrectly advertised as Development Application No. 2021-00028. Approved Resolution No. PC2022-093 as amended to add Condition No. 34 as follows: The vehicle gates shall remain open during peak periods identified in the traffic study, or in accordance with an operational letter approved by the Planning and Building Director to ensure the queuing of trucks do not impact the public right-of-way. Project Planner: Christine Nguyen CNguyen2@anaheim.net Item 5 Audio OPPOSITION: None DISCUSSION TIME: 12 minutes (6:09 p.m. to 6:21 p.m.) 7 December 5, 2022 ITEM NO. 6 DEVELOPMENT APPLICATION NO. 2021-00193 Location: Proposed additions and changes to roadway classifications include a portion of Yorba Linda Boulevard from the eastbound SR-91 interchange to La Palma Avenue, Savi Ranch Parkway, Crystal Drive, Pullman Street, and Old Canal Road. Proposed bikeway additions are located: 1) along Yorba Linda Boulevard between Old Canal Road and La Palma Avenue; and 2) along La Palma Avenue between the intersection of Yorba Linda Boulevard and La Palma Avenue to the easterly City Limits. Request: A City-initiated General Plan Amendment for minor amendments to the General Plan Circulation Element including the Bicycle Master Plan to address inconsistencies with the existing right-of-way conditions and add planned bike facilities in the area of Yorba Linda Boulevard / La Palma Avenue at the border of the City of Anaheim and the City of Yorba Linda. Environmental Determination: The Planning Commission will consider if Addendum No. 4 to the previously certified Environmental Impact Report No. 330 and Supplemental Environmental Impact Report No. 346, is the appropriate environmental documentation for this request under the California Environmental Quality Act.
