69R-338WHEREAS, H. Harold Ely maintains his office`in the
County of Orange and is a specialist in the examination of
handwriting as it appears on questioned documents, and City
has need of a qualified expert to analyze documents and to
render opinions in this specialized field; and
WHEREAS, the Police Department of City has an increasing
number of crimes involving forged, fictitious, altered and other
documents regarding which it is often necessary to have an opinion
as to the identity of the individual who did the writing on such
document, and on other occasions to have opinions on the validity
or authenticity of signatures and handwritten words on checks,
registers, and other documents; and
WHEREAS, H. Harold Ely has offered to render all such
service as may be required to City at an agreed monthly rate
regardless of the number of instruments involved, or the time
necessary to make determinations for the reaching of opinions,
and the actual appearances and giving of testimony in court; and
WHEREAS, it is the opinion of the City Council that
the offer of H. Harold Ely to furnish expert handwriting analysis
should be accepted.
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Anaheim that H. Harold Ely be, and he is hereby,
employed as a handwriting analyst to render services for the
City of Anaheim as a qualified expert in the analyzation of
questioned documents, upon the terms and conditions set forth
in that certain written agreement this day submitted.,te the
City Council and on file in the Office of the City Clerk.
AND BE IT'FURTHER RESOLVED that the Mayor and the
City Clerk be, and they are hereby, authorized to execute said
agreement for and on behalf of the City of Anaheim.
THE FOREGOING RESOLUTION is approved and signed by
