Library 2020/07/13ITEM # 01 ANAHEIM PUBLIC LIBRARY BOARD MEETING MINUTES MEETING LOCATION DATE/TIME Central Library July 13, 2020 500 W. Broadway 5:00 p.m. Anaheim, CA 92805 CALL TO ORDER – The agenda having been posted on July 9, 2020, the regular meeting of the Anaheim Public Library Board of Trustees was called to order by Chair Laviguer at 5:01 p.m. PRESENT:Rose Chen, Shelby Hogan, David Laviguer, Linda Newby ABSENT:Stan Oftelie STAFF:Audrey Lujan, City Librarian; Jennifer Foxx, PT Management Assistant, Donald Hilliard Jr., Library Technology Systems Administrator I.INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS: A.FRIENDS OF THE ANAHEIM PUBLIC LIBRARY REPORT: The Friends of Anaheim Public Library have not been able to meet since March due to the pandemic. They extended best wishes to Audrey on her hip replacement surgery. B.FRIENDS OF THE CANYON HILLS LIBRARY: Friends of Canyon Hills Library (FOCAL), with assistance from Canyon Hills Library staff members, provided home entertainment products to members of our community recently during COVID-19 safe at home weeks. Many puzzles and DVDs from the FOCAL inventory were sold at great prices. The selection was available in the courtyard where books being checked out were distributed and purchasers could peruse and leave funds in the drop slot. FOCAL is honored to present scholarships to four outstanding teen volunteers who have given many hours of service to Canyon Hills Library and are now graduating from high school. A ceremony was held June 8th for each student and family members to receive their award. We are proud of each of these fine graduates. Julia Ota, a volunteer since sophomore year (132 hours of service); Lorelai Schoch, a Volunteer since sophomore year (213 hours of service); Nabhan Sazzad, a volunteer since sophomore year (107 hours of service); Tess Vargha, a volunteer since sophomore year (231 hours of service). The book sales originally planned for March and July 2020 will take place at a later time following re-opening of Libraries. C.ANAHEIM PUBLIC LIBRARY FOUNDATION REPORT: The Foundation would like to publicly congratulate Audrey Lujan, Chloe Van Stralendorff, Anli Chen, and staff on a job well done to receive the very prestigious John Cotton Dana award for excellence in library relations. The Foundation is extremely proud to help support such worthy programs as OC Zine Fest. D.UNSCHEDULED ORAL COMMUNICATION: None. E.WRITTEN COMMUNICATION FROM OTHERS: The following public comment was read into to the record for the Library Board. Greetings esteemed Board members, I am frustrated at the lack of communication or transparency in being able to join, volunteer, or donate to the Friends of the Anaheim Public Library. I called in about 3 weeks ago, was routed to the circulation. I was told my contact info would be passed along or that I can come & pick up a form to join. I left my contact info hoping FAPL was serious in their "We are always looking for new members, volunteers, and Anaheim Public Library Board Meeting July 13, 2020 Page 2 donations." It would be prudent if they reached out to me rather than myself having to explore avenues to connect myself. What would other community members which may want to join but might be a bit apprehensive think about the process to join? I predict it would be just as frustrating. I got no word for 3 weeks at least. Called again today 7/13/2020 to be routed to circulation again. I received no new info, and to instead call the number which routes to circulation. After reaching administration, I received limited activities due to Covid as a response. It is still unclear why no response would be given to me. I also learned that K was notified of my contact but they did not reach back to me. It should not be this difficult to join or be active in the Friends of the Anaheim Public Library group. If I am having trouble joining the group, then I believe the majority of our community will also have great trouble to join the group. Edgar Arellano, Resident & business owner, District 2. Audrey addressed the comment and stated that the Friends of the Library have been given Mr. Arellano’s contact information. Audrey will have staff follow up with the Friends of the Anaheim Public Library. II.APPROVAL OF MINUTES OF THE MARCH 9, 2020 MEETING: The minutes were approved as presented. III.UNFINISHED BUSINESS: A.NONE. IV.NEW BUSINESS: A.APL SERVICES PROVIDED TO ANAHEIM COMMUNITY DURING CLOSURE: Audrey shared with the Board the continued services that the Library is providing to the community since the closure on March 16, 2020. As of March 23rd, the Library has been offering curbside service, where books are picked up in the parking lot utilizing all safety measures. These bags sometimes include grant funded STEAM kits and permanent loan books that are funded by Friends of Anaheim Public Library and the Anaheim Public Library Foundation. The Library is also offering phone reference and livestream storytimes, STEAM programming, etc. via Facebook and Instagram. Linda Newby reminded everyone that books are available at ARTIC any time. Audrey thanked Andrea Manes and Sharon Hlapcich for their coverage of Library services in the Anaheim Bulletin as well as the Anaheim Independent for their coverage. B.RE-OPENING PLANS: Audrey informed the Board of the safety protocols being put into place when Anaheim Public Libraries are able to reopen. These safety protocols include plexi-glass instillation, signage, markers to ensure social distancing, limiting the number of patrons in the building at a time, as well as a time limit per patron, requiring masks, etc. for the protection of staff and patrons. C.BUDGET SCENARIOS: The City of Anaheim is dealing with a budget shortfall due to the pandemic. The City is looking at reductions. Audrey will keep the Board apprised. Anaheim Public Library Board Meeting July 13, 2020 Page 3 D.ANAHEIM PUBLIC LIBRARY REPORT TO CITY COUNCIL ON THE CONDITION OF THE LIBRARIES FOR FISCAL YEAR 2019/2020, PER ARTICLE IX. APPOINTIVE BOARDS AND COMMISSIONS, Section 908: A rough draft will be presented to the Board in August. V.INFORMATION A.ANAHEI’M FIRST: Linda shared that ANAHEI’M FIRST is becoming inactive for the time being. B.CITY LIBRARIAN’S REPORT: Audrey thanked the Board for their support. Audrey shared the Anaheim Public Library received the very prestigious National John Cotton Dana Award, which recognizes the best in library public relations and comes with $10,000 monetary award. The Communications Team of Chloe Van Stralendorff and Anli Chen received this prestigious recognition for their marketing of Zinefest. Audrey thanked the Anaheim Public Library Foundation for their funding of Library’s marketing opportunities. Anaheim Public Library was also notified that we are being awarded two nationally recognized American Library Association PR Xchange Awards. Anaheim Public Library received the California Libraries Cultivating Racial Equity and Inclusion Grant. Through this grant the Library has developed a Racial Equity Team and they are creating an Equity Statement, developing a Racial Equity Strategic Plan, and developing a staff training plan on Racial Equity. Staff is working on a Foster Care Child (Unaccompanied Youth) Policy to ensure that all children have access to library materials. Children in foster care, at times, cannot get a library card because they do not have an adult to sign for them. In addition staff has been reaching out to foster care agencies, social services agencies, Anaheim Elementary School District, and FACT, an agency that works with families and foster care children, to in-service them on how to use our resources, invite the children to create their own Zine to add to our collection, participate in our Ukulele University, and other programs. C.MONTHLY RECOGNITION OF SUPPORT/CERTIFICATE BY BOARD MEMBERS: The Board recognized Chloe Van Stralendorff and Anli Chen for receiving the John Cotton Dana Award. David recognized the entire Library staff for the amazing work they’ve done to keep everything going for the public, it is just amazing what they’ve accomplished with everything closed. Anaheim Public Library Board Meeting July 13, 2020 Page 4 VII.BOARD ITEMS MEMBER SHELBY HOGAN: The livestream programming has been amazing and is glad they are continuing. MEMBER ROSE CHEN: Enjoys reading the emails that Audrey sends, she is very appreciative of everything staff is doing and is proud to be a part of it. She noted that LA Public Library recently started doing curbside service, where Anaheim has been doing it since March, noting that Anaheim has the best Library in the universe. MEMBER LINDA NEWBY: Congratulated Audrey for her leadership and Library staff on how well the Library has been run during this time as well as during Audrey’s surgery. CHAIR DAVID LAVIGUER: Congratulated the Library staff on the amazing things they’ve been doing. VIII.MISCELLANEOUS A.NEXT MEETING: The next meeting will be August 10, 2020, at the Central Library.
