SANTA ANA CANYON RD., ANAHEIM, CA 92808 September 22, 2021 COMMISSIONERS PRESENT: STAFF PRESENT: Lynn Cudd, Chair Sjany Larson-Cash, Director Nichole Rupp, Vice Chair Pamela Galera, Parks Manager Ryan Balius Anaheim Sporn, Community Services Manager James Cook JJ Jimenez, Principal Project Planner Tony Flores Eleanor Granflor, Senior Secretary Yogesh Shah COMMISSIONERS ABSENT: John Elwell A G E N D A A C T I O N T A K E N 1. CALL TO ORDER: Chair Cudd called the meeting to order at 6:02 p.m. Sjany Larson-Cash introduced the new Community Services Manager, Anaheim Sporn. 2. PLEDGE OF ALLEGIANCE: Commissioner Balius led the Pledge of Allegiance. 3. UNSCHEDULED PUBLIC COMMUNICATION: None. 4. SCHEDULED COMMUNICATION: None. 5. APPROVAL OF THE MINUTES: Chair Cudd presented the August 25, 2021 minutes to the Commissioners for changes or corrections. Commissioner Shah made a motion to accept the minutes as amended, seconded by Commissioner Balius. The motion was approved with six votes in favor; Chair Cudd accepted the minutes. 6. REPORTS a) Parks Activity Report – July/August: Pamela Galera presented the report and highlighted the two Symphony on the Go events, the donation of a basketball court at Pearson Park in memory of Kobe and Gianna Bryant, Glover Stadium and the start of high school football season, the donation of two baseball field renovations by Angels Baseball at Anaheim Hills Elementary School, the July 4th event at Peralta Park, and the National Night Out event at La Palma Park. Questions were answered regarding the prioritization of the watering of parks, the purchase of picnic tables, trash cans, and barbecues, the gate locks at Maxwell Dog Park, which dog park gets the most patrons, and the new basketball court at Pearson Park. b) Park Ranger Report – August: Sjany Larson-Cash presented the report and highlighted the number of patrols, patrons, and public contacts made by Park Rangers. There was a 30% increase in the amount of patrons in the month of August. This month, a Park Ranger witnessed a patron under the influence outside of Energy Field get hit by a car and was able to call for assistance. On a weekly average, Lyons Security is finding 100-150 overnight patrons in the parks at John Marshall, Twila Reid, La Palma and Boysen parks, and 92% of the patrons are complying with staff to leave the park. Questions were answered regarding the Parks and Recreation Commission Minutes September 22, 2021 Page 2 2 patrons who do not comply with the overnight policy in the parks, and the kind of peo ple who are found in the parks overnight (teenagers, transients, and homeless). c) Parks Capital Project Progress Report: JJ Jimenez presented the report and highlighted the Prop. 68 grant applications submitted for La Palma, Little Pine, and OC River Walk parks, additional grant funding, the Brookhurst Teen Center, and the St. Jude Medical Clinic. Questions were answered regarding the Brookhurst Teen Center and if the Community Center will be operational during construction. 7. NEW BUSINESS – None. 8. INFORMATIONAL ITEMS: Anaheim Sporn reported the Fall Festival, Halloween Parade and Day of the Dead events will be held in October. The Fall Festival will be held virtually. The Halloween Parade Committee will be parking parade floats in different locations for the community to take photos with, and the possibility of a drive - through parade may take place. The Day of the Dead event will be transitioned into a neighborhood event on October 29th where community altars can be built by the residents and volunteers. 9.
