66-364.113SOLLITION NU. 66--364 A RESOLUTION OF TEE CITY COUNCIL OF THE CITY OF ANAELIL ADOPTING A GLNLPAL PLAN FOR ThE RILL ND CANYON AREA IN THE CITY OF ANAHEIM ENTITLED, "HILL AND CANYON GENERAL PLAN, GUIDE FOR FUTURE DEVELOPMENT, ANALEIA, CALIFORNIA, DATED OCTOBER, 1965. WHEREAS, heretofore, on January 3, 1966, and pursuant to Resolution No. 1901, Series 1965-66, the Planning Commission of the City of Anaheim adopted a General Plan for the hill and Canyon Area and its environs, bounded on the north by the Santa Ana River, on the west by the Newport Freeway, on the south by Villa Park Road and the Santiago Canyon Road, and on the east by Weir and Gypsum Canyon Roads, and recommended that said plan be adopted by the City Council of the City of Anaheim; and WHEREAS, the City Council, after receiving said recom- mendation, held public hearings as required by law, at which testimony was taken; and WHEREAS, the City Council has carefully considered all evidence presented concerning said General Plan for the Hill and Canyon Area; and WHEREAS, the City Council, as a result of such con- sideration, finds and determines that said General Plan for the hill and Canyon Area complies with all appropriate provisions of law; and WHEREAS, more particularly, the City Council finds and determines that the General Plan for the Hill and Canyon Area consists, in part, of a map which designates the proposed general location and extent of various land uses within that area lying within the boundaries of the City of Anaheim, the City of Orange, and the County of Orange lying south and east of the Santa Ana River and the Newport Freeway; and WHEREAS, the City Council by this resolution intends to reaffirm the basic principle of said General Plan for the Hill and. Canyon Area that the location and extent of various land uses, as well as the boundaries of said uses shown on said map, are general in nature and that said boundaries are not to be considered as hard and fast lines of demarcation; and WHEREAS, the City Council by this resolution intends to reaffirm the future basic principle of the General Plan for the Hill and Canyon Area that said plan and map do not constitute zoning of any land within the area, nor does said map showing the general distribution and extent of land uses within the area in any manner indicate what ultimate actual use may be made of said land since such ultimate actual use is to be determined by future zoning actions of the Governmental bodies, but rather said map is to be regarded as indicating the present belief of the Governmental bodies as to possible future development and re- development of existing land in said Hill and Canyon Area. NOW, THEREFORE, BE IT RESOLVED, tnat the City Council of tne City of Anaheim hereby adopts a General Plan for the Hill and Canyon Area, and does declare that the General Plan consists of (1) A true and correct copy of the map showing that area lying within the boundaries of the City of Anaheim, the City of Orange, and the County of Orange lying south and east of the Santa Ana River and the Newport Freeway, which map is entitled, "Hill and Canyon General Plan, Guide for Future Development, Anaheim, California, and which map is on file in the Offices of the Director of Development Services, as said map existed on January 3, 1966, the date of the adoption of Resolution No. 1901 by the City Planning Commission; and (2) The textual material includedwithin the document entitled, "Hill and Canyon GeneralPlan, Guide for Future Development, Anaheim, California, October, 1965." BE IT FURTHER RESOLVED that the map and General Plan for the Hill and Canyon Area do not constitute zoning of any land within the area, nor does said map showing the general distribu- tion and extent of land within the area in any manner indicate what ultimate actual use may be made of said land since such ultimate actual use is to be determined by future zoning actions of the Governmental bodies, but rather said map is to be regarded as indicating the present belief of the Governmental bodies as to possible future development and redevelopment of existing land in the Hill and Canyon Area. BE IT FURTHER RESOLVED, that in order that the Hill and Canyon General Plan shall, at all times, be current with the needs of the Governmental jurisdictions, and in order that the General Plan shall represent their long -range comprehensive and general physical development policies, in light of changing con- ditions, the Planning Commission shall, pursuant to Section 65400(b) of the Government Code, annually review the Hill and Canyon General Plan and recommend to the City Council such amend- ments, changes, extensions or additions as it deems advisable. BE IT FURTHER RESOLVED, that pursuant to Section 65400(a) of the Government Code, the Planning Commission shall investigate and make recommendations to the City Council upon reasonable and practical means for putting into effect the General Plan for the Hill and Canyon Area in order that it will be an effective tool when used to guide community development. BE IT FURTHER RESOLVED that the City Council does hereby urge the Orange County Planning Commission to adopt the Hill and Canyon General Plan, so that future development for the area encompassed in said General Plan may be for an orderly, well planned community.
