compaction testing during grading of the subject building pads (SA GEO, 2023).
Dennys Pointon of SA GEO was onsite to observe the building pad after completion of utility construction
adjacent to the pad. Based on our observation and probing, the compacted fill was found to be moist and
dense/firm. The subject building pad is considered suitable from a geotechnical viewpoint.

INTRODUCTION
At your request, SA Geotechnical, Inc. (SA GEO) has provided geotechnical observation and
testing services during grading for the Palm Court I residential project located at 1077-1088 North
Harbor Boulevard, City of Anaheim, California. This report includes the results of our
geotechnical observation and testing during grading of Building Pads 1 through 3.
Grading generally consisted of remedial removals of the upper 5 feet of existing undocumented
fill and weathered/unsuitable alluvium, moisture -conditioning, and recompaction. Remedial
removals extended at least 5 feet beyond the building footprint.
Based on our observation and testing, grading of the subject site has been completed in substantial
compliance with our recommendations (SA GEO, 2022 and 2023), the project requirements, and
the requirements of the City of Anaheim.

FIELD AND LABORATORY TESTING
Geotechnical observation and testing was conducted on a full-time basis by representatives of SA
GEO. Compacted soils were tested for relative compaction using ASTM Test Method D6938
(nuclear gauge). Maximum density and optimum moisture content of onsite soils were determined
by ASTM Test Method D1557. The maximum density test results are presented in Table 1. Field
density test results are presented in Table 2, Summary of Field Density Test Results. The
approximate test locations (including remedial removal bottoms) are depicted on the Geotechnical
Map (Plate 1). The precise grading plan, prepared by C&V Consulting, Inc. Civil Engineering,
was used as the base map to present the grading observed and tested by SA GEO representatives.
Two samples were collected upon the completion of grading for Building Pads 1 through 3 to
confirm the expansion potential and corrosivity of onsite soils. The results indicate "Very Low"
expansion potential (EI-0) and negligible soluble sulfate content, as anticipated and discussed in
the referenced reports.
SITE LOCATION AND DESCRIPTION
The subject site is located at 1075 North Harbor Boulevard in the city of Anaheim, California. The
site is bound to the south by West Victor Avenue, North Harbor Boulevard to the east, an existing
motel and mobile home park to the north, and existing single family residential and an apartment
community to the west. The site was previously occupied by a strip mall structure, automotive
service building, medical building, and at -grade parking lots. Demolition of the prior
improvements and structures was completed prior to the subject precise grading.
GRADING
Following demolition of the existing buildings and prior to grading, the site was cleared of
deleterious materials (including vegetation, pavement, concrete, metal, plastic, trees, wood,
organics, existing utility pipelines, etc.) and disposed of offsite.
Grading was performed by Elite Earthworks & Engineering between May 24 through June 2, 2023,
under the geotechnical observation and testing of SA GEO. The remedial removals consisted of
removal and recompaction of existing undocumented fill and weathered/unsuitable alluvium.
Removals within the building pads were performed to a minimum of 5 feet below original grade
and extended a minimum of 5 feet beyond the limits of the proposed building pads, in order to
provide a uniform fill blanket below the buildings.
Excavated onsite soils and approved import soils were used as fill materials. Prior to placement of
fill, the removal bottoms were observed, mapped, and probed to confirm competent native
materials were exposed. The removal bottoms were also scarified, moisture -conditioned, and
recompacted prior to placement of fill. Fill materials were placed in approximately 8-inch-thick
loose lifts, moisture -conditioned, and compacted using heavy, rubber -tired earth -moving.
Observation and testing during fill placement were performed to verify that a minimum relative
compaction of 90 percent, with adequate moisture content, was achieved.

CONCLUSION AND RECOMMENDATIONS
Based on our observation and testing, we conclude that the work performed is geotechnically
acceptable and in substantial compliance with our recommendations (SA GEO, 2022 and 2023).
The building pads (for Buildings I through 3) are considered suitable for the intended use. The
geotechnical recommendations provided in the referenced reports remain valid and should be
implemented during future design, precise grading and construction of the proposed development.
The geotechnical consultant should perform geotechnical observation and testing during the
following phases of grading and construction:
• Upon completion of any foundation excavations prior to placement of reinforcement or
pouring of concrete;
• During slab- and flatwork-subgrade preparation, prior to placement of concrete;
• During placement of backfill for utility trenches and retaining walls (if any); and
• When any unusual soil conditions are encountered during construction subsequent to the
issuance of this report.
LIMITATIONS
The means and methods used by SA GEO for the observation and testing reported herein are based
on local geotechnical standards of practice, care, and requirements of governing agencies. No
warranty or guarantee, expressed or implied, is given. The conclusions of this report are based on
limited site observations by this office during grading and are not intended to imply control of
construction practices or of nature. Adherence to project plans, specifications, and the
requirements of the City of Anaheim is the duty of those performing the work. This report or its
contents should not be used or relied upon for other projects or purposes, or by other parties without
the acknowledgement of SA GEO and the consultation of a geotechnical professional.

Subject: Observation of Footing Excavations and Slab Suberade for Building 2

Dennys Pointon of SA Geotechnical, Inc. (SA GEO) was onsite July 1, 2024, to observe and document the
footing excavations and slab subgrade for Building 2 at the subject site. The footing excavations exposed
undisturbed compacted artificial fill (silty sand) that was placed under the observation and testing of SA
GEO during recent site grading. The fill was found to be moist and medium dense.
The subject footing excavations and slab subgrade are considered geotechnically acceptable for placement
of steel and concrete. Any standing water, loose material and/or debris should be removed from the footing
excavation prior to placement of concrete.
Our services do not include verification of line and grade for the subject footings, which is the responsibility
of others.

Subject: Geotechnical Certification of Building Pads 1 through 6, Palm Court 1, 1075 North Harbor
Boulevard, Tentative Tract Map 19170, City of Anaheim, California
In accordance with your request, SA Geotechnical, Inc. (SA GEO) has prepared this final grade soil letter
documenting our geotechnical certification and release for Building Pads 1 through 6 at the subject site.
SA GEO provided full time observation and testing during rough grading and post -grading/
construction including:
• Precise grading;
• Infrastructure improvement trench backfill;
• Storm drain/area drain trench backfill;
• Utility connections to the subject buildings;
• Retaining wall backfill;
• Subgrade preparation; and
• Asphalt concrete paving.
Rough grading of the building pads generally consisted of remedial removals of the upper 3 to 5 feet (to
remove undocumented fill and weathered/unsuitable alluvium), moisture -conditioning, and placement of
soil as compacted fill. Remedial removals extended at least 5 feet beyond the building pads. Additional
details and compaction test results are provided in the referenced report (SA GEO, 2023).
Based on our observation and testing, grading of the subject building pads and associated improvements at
the site has been completed in substantial compliance with our recommendations, the project requirements,
and the requirements of the City of Anaheim. At the completion of the overall project SA GEO will issue
a report providing compaction test results for the post-grading/construction items listed above.
