I am writing to request records showing the following information related to state-awarded Homekey homeless housing projects,as of the date this request is fulfilled: 1.A list of all Homekey projects approved in Anaheim,including the project’s name, number of units,and the name of the contractor assigned to the project. 2.Copies of all signed covenants and contracts related to the development and operation of all Homekey properties. 3.The total amount of federal,state,local,and other funding received and spent on each Homekey project. 4.The total number of units completed and permitted for occupancy in each Homekey project. 5.Monthly occupancy rates for each completed Homekey project. 6.The total number of people who have left each Homekey property,including:a breakdown that indicates how many of those people left Homekey for another form of permanent housing;how many left for emergency shelter;how many returned to the street or another place not meant for human habitation;how many left for institutions jail,hospital,etc.),how many left for an unknown destination;how many died. 7.The total number of people who have remained housed in each Homekey property for three months,six months,and 12 or more months. 8.The number of evictions or forced tenant exits at each Homekey property 9.Records related to all reported deaths at Homekey properties 10.Logs of all reported critical incidents at Homekey properties,including threats or actual violence,abuse,and any/all harm to residents or staff I am requesting these records based on the understanding that Anaheim was awarded funds by the California Department of Housing and Community Development for the Homekey program.It’s further my understanding that this program requires reporting on development and operational outcomes,and that local governments routinely track homeless housing outcomes,as well as vital information including deaths and potential crimes. I realize,however,that you’re not required to create a record if one does not exist.Therefore, if you cannot provide a document or spreadsheet containing the requested data,please provide whatever records do exist that might allow me to ascertain the requested information, including but not limited to all state Homekey reporting documents,emergency services call logs to Homekey properties,medical examiner ’s reports at Homekey properties,Homeless Management Information System (HMIS)data,and staff memos or correspondence relating to Homekey properties. If possible,please provide the requested information in an electronic format.I am a reporter for CalMatters and this request is in the routine course of newsgathering.I am seeking a fee waiver for this request as a working journalist serving the public interest by providing insight into a subject of high importance and interest. If you contend that any portion of the records requested is exempt from disclosure by express provisions of law,Government Code §6253(a)requires segregation and redaction of that material in order that the remainder of the records may be released.If you contend that any express provision of law exists to exempt from disclosure all or a portion of the records I have requested,Government Code §6253(c)requires that you notify me of the reasons for the determination not later than 10 days from your receipt of this request.Government Code §§ 6253(d)&6255(b)require that any response to this request that includes a determination that the request is denied,in whole or in part,must be in writing and include the name and title of the person(s)responsible for this response. Additionally,Government Code §6253(d)prohibits the use of the 10-day period,or any provisions of the CPRA or any other law,“to delay access for purposes of inspecting public records.”In responding to this request,please keep in mind that Article 1,§3(b)(2)of the California Constitution expressly requires you to broadly construe all provisions that further the public’s right of access,and to apply any limitations on access as narrowly as possible.
