63-0665RESOLUTION NO, 63R 665 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM FINDING AND DETERMINING THAT PUBLIC CONVENIENCE AND NECESSITY REQUIRE THE CONSTRUCTION AND COMPLETION OF A PUBLIC IMPROVEMENT, TO WIT: THE IMPROVEMENT OF THE ASSEMBLY HALL FLOOR IN THE LA PALMA PARK RECREATION BUILDING AT 1155 NORTH LOS ANGELES STREET, IN THE.CITY OF ANANRTM, JOB NO. 786 APPROVING THE DESIGNS, PLANS, PROFILES, DRAWINGS AND SPECIFICATIONS FOR THE CONSTRUCTION THEREOF; AUTHORIZING THE CONSTRUCTION OF SAID PUBLIC IMPROVEMENT IN ACCORDANCE WITH SAID PLANS, SPECIFICATIONS, ETC.; AND AUTHORIZING AND DIRECTING THE CITY CLERK TO PUBLISH A NOTICE INVITING SEALED PROPOSALS FOR THE CONSTRUCTION THEREOF. WHEREAS, public convenience and necessity require the construc tion and completion of a public improvement in the City of Anaheim, to wit: The Improvement of the Assembly Hall Floor in the La Palma Park Recreation Building located at 1155 North Los Angeles Street, in the City of Anaheim, by the installation of oak parquet flooring, including preparation of the existing concrete slab, bevel strips at doors, removal of existing baseboards, installation and painting of new baseboards, sanding and finishing of the floor, raising to finished floor level existing convenience outlets, and appurtenant work as more particularly set forth in the plans and specifications on file in the Office of the City Clerk or City Engineer, Job No. 786. AND WHEREAS, the City Council instructed the Public Works Department to prepare detailed designs, plans, profiles, drawings and specifications, and estimates of quantities and costs and make necessary surveys for the construction of said public improvement; and WHEREAS, said Public Works Department has prepared said detailed designs, plans, profiles, drawings and specifications for the construction of said public improvement and has submitted the same to the City Council; and WHEREAS, the City Council finds that the detailed designs, plans, profiles, drawings and specifications, for said public improvement above mentioned, are in accordance with good engineering practice and are adequate to serve the needs and requirements of the City of Anaheim and the citizens and residents in said area for the purposes for which they are intended, and that they are adequate for the construction of sa' public improvement and should be approved. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that the detailed designs, plans, profiles, drawings and specifications for said public improvement hereinabove mentioned and described be, and the same are hereby, approved and adopted as prepared by said Public Works Department AND BE IT FURTHER RESOLVED that said public improvement shall be constructed in accordance with said detailed designs, plans, profiles, drawings and specifications as prepared by said Public Woqrks Department and hereby approved, and such addenda or modifications thereto as may be approved prior to the awarding of bids therefor. BE IT FURTHER RESOLVED that the City Clerk of the City of Anaheim be, and she is hereby, authorized and directed to publish a notice according to law, inviting sealed proposals for the furnishing of all plant, labor, services, materials and equipment, and all util- ities and transportation, including power, fuel and water, and per- forming all work necessary to construct and complete, in a good and workmanlike manner, in strict accordance with said detailed designs, plans, profiles, drawings and specifications as prepared by said Public Works Department the public improvement hereinabove mentioned and described, and fixing the 5th day of September 196 3 at the hour of 2 :00 oeclock P.M. as the date and hour for the opening of said bids at the City Council Chamber in the City Hall in the City of Anaheim, and that said notice shall be published twice, the first of which publications shall be at least ten (10) days prior to the date fixed for the opening of bids, and that said publications shall be at least five (5) days apart. AND BE IT FURTHER RESOLVED that the successful bidder or bidders shall be required to enter into a contract with the City of Anaheim in the manner and form approved by the City 'Attorney of the City of Anaheim for the construction, installation and completion of said public improvement hereinabove mentioned and described, in accordance with the plans and specifications prepared by said Public Works Department the notice inviting sealed proposals, this resolution and all applicable City Ordinances or Code Sections and the laws of the State of California, and shall be required to post bonds and insurance in the amounts and within the time required by law, as specified in the notice inviting sealed proposals, and in a form approved by the City Attorney., THE FOREGOING RESOLUTION is approved and signed by me this 13th day of August 196 3 ATTEST: CLERK OF THE CITY OF ANAHEIM OR OF TH CI -2- OF ANAHEIM 40/ STATE OF CALIFORNIA) COUNTY OF ORANGE ss. Apprentices may be employed in conformity with Section 1777.5 of the California Labor Code. The rates of per diem wages for each of the various classifications of work shall be the hereinbefore set forth pre- vailing rates of hourly wages multiplied by eight. Eight hours shall constitute a day's work, it being understood that in the event that workmen are employed less than eight hours per day, the per diem wage shall be that fraction of the per diem wage herein established that the number of hours of employment bears to eight hours. The overtime rule establishing the rates of overtime and holiday, work shall be in accordance with the following: Where a single shift is worked, eight hours of continuous employment, except for lunch periods, shall constitute a day's work beginning on Monday and continuing through Friday each week. Where work is required in excess of eight hours in any one day or during the interval of time from 5 :00 o'clock P.M. Friday and 12:00 o'clock midnight Saturday, such work shall be paid for at the minimum rate of one and one -half times the basic rate of wages, and on Sundays and holidays such work shall be paid for at the minimum rate o f double the basic rate of wages, except as otherwise provided in the June 19 63 revision of the A.G,C,, B.C.A., H,B.I., E.G,C,A,, A.F.L. C,X.O Southern California Master Labor Agreement. Holidays as herein referred to shall be deemed to be New Year's Day, Decoration Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day and Christmas Day, If any of the above mentioned holidays, other than Labor Day and Thanks- giving Day, falls on a Sunday, the following Monday shall be considered a legal holiday.
