63-0639ATTEST: RESOLUTION NO. 63R- 639 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM APPROVING THE DESIGNATION OF ORANGE COUNTY AS AN OPERATIONAL AREA ORGANIZATION UNIT OF THE CALIFORNIA CIVIL DEFENSE ORGANIZATION FOR A WAR CAUSED STATE OF EXTREME EMERGENCY. WHEREAS, the State of California has designated Orange County as an Operational Area Organization Unit for a war caused state of extreme emergency; and WHEREAS, the Orange County Board of Supervisors and the Orange County and Cities Civil Defense Planning Board have passed resolutions approving said designation and adopting a statement of policies; and WHEREAS, the City Council of the City of Anaheim agrees with said policies, and said resolutions have requested the various cities in Orange County to approve said designation and said policies. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that the designation of Orange County as an "Operational Area" by the California State Operations Plan of the State of California Civil Defense Organization is hereby approved, and the statement of policies adopted by the Orange County and Cities Civil Defense Planning Board in Paragraph 2 of its Resolution dated May 9, 1963, a copy of which is attached hereto and made a part hereof, be, and the same is hereby approved, ratified and adopted. (SEAL) 7 cl..7: 4 CIT CLERK OF THE CITY OF ANAHEIM 9 1 10 11 12 13 14 13 1 17 18 19 201 1 22 On motion of Dr. Edward L, Russell, duly seconded and carried, the following Resolution was adopted: WHEREAS, the State of California has, by the California State Operations Plan, designated Orange County as the location for an Operational Area Organization, which is defined therein as follows: "An Operational Area organization is an intermediate unit of the State of California Civil Defense Organi- zation FOR A WAR- CAUSED STATE OF EXTREME EMERGENCY, consisting of a county government and all of the city governments in the county area; and it is established for the purpose of coordinating emergency operations conducted by the several local governments in the area and to serve as a wartime link in the system of communication and coordination between the regional emergency operating center and the local governments comprising the Operational Area." and RESOLUTION of the ORANGE COUNTY AND CITIES CIVIL DEFENSE PLANNING BOARD 1. 23 WHEREAS, this Board desires to approve such designation and to 24 obtain approval thereof by the County and the various cities in Orange 3 County; NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 2 1. Said designation by the State of California of Orange County 28l as an "Operational Area' under the Civil Defense laws and regulations 291 of California is hereby approved. 301 2. That this Board hereby adopts the following statement of 31 policies concerning its status and operations and requests ratification 32 1 of same by said County and cities: a. That the Orange County and Cities Civil Defense Planning Board shall act as the over -all Civil Defense policy making body as representing all local juris- 41 dictions in Orange County. 5 b. That the Operational Area Organization shall gel be activated for operations only during a war- caused 7 1I "state of extreme emergency and will participate in National, State and countywide test exercises and 91' training programs. 101 c. That the County of Orange shall provide the 11 operating staff for the Operational Area, augmented by s 81 12 13 14 15 1;1 16 17 18 19 20 21 22 23 24 25 26 27 The foregoing Resolution was adopted by the Orange County and 28j Cities Civil Defense Planning Board at its meeting of May 9, 1963, by a unanimous vote of those members present. 30 31 32 representation from the professions, business and indus- try as the participating jurisdictions consider necessary and appropriate. d. That the Orange County Emergency Operating Center shall be the Operational Area Headquarters. e. That the Chairman of the Board of Supervisors shall be the Operational Area Coordinator for the Orange County Operational Area. f. That in the absence of the Chairman of the Board of Supervisors, or in the event of his inability to function, he shall be succeeded as Operational Area Coordinator by the next senior member of the Board of Supervisors in terms of total service on said Board, and in the event of equal length of such service, by seniority in age.
