A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM ESTABLISHING DECEMBER 24,
1962, AS A HOLIDAY FOR CITY EMPLOYEES
AND AMENDING SECTION 22 OF RESOLUTION
NO. 6148.
WHEREAS, the 24th day of December, the day before
Christmas, and the 31st day of December, the day before New
Year's, both fall on Mondays; and
WHEREAS, if the employees are required to return on
those Mondays to work it will cause a break in the holiday
festivities for the employees on both weekends; and
WHEREAS, by custom, the day before Christmas and the
day before New Year's, because of the festive season, are not
considered as very productive days and such condition would be
accentuated by the happening of the one workday period between
the holidays; and
WHEREAS, the Governor has proclaimed the 31st day of
December as a State holiday which, therefore, becomes a holiday
for City employees under Section L of Section 22 of Resolution
No. 6148; and
WHEREAS, the proclaiming of December 31st as a State
holiday further accentuates the logic of proclaiming the day
before Christmas as a holiday for City employees; and
WHEREAS, this particular situation where only one work-
ing day elapses between the weekend and Christmas Day, occurs
rarely; and
WHEREAS, during the year when City holidays have fallen
on Saturday or Sunday and it was for the convenience of the citi-
zens of Anaheim to have the City facilities available on the
following Monday, the City employees have maintained the City
offices by a standby crew for each of such holidays; and
WHEREAS, Christmas is the time of the year for bene-
volence and charity and most industries recognize this period by
giving Christmas bonuses and other items which the City cannot do
for its employees; and
WHEREAS, the City Council feels that it is appropriate
to declare the day before Christmas as a holiday for all City em-
ployees to show its appreciation for the efforts of the City
employees.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim that December 24, 1962 is hereby declared a
holiday for City employees as vacation with pay.

AND BE IT FURTHER RESOLVED that Section 22 of Resolu-
tion No. 6148 is hereby amended by adding Subsection (m) to read
as follows:
"(m) December 24, 1962."
THE FOREGOING RESOLUTION is approved and signed by me

adopted at a regular meeting of the City Council held on the
18th day of December, 1962, by the following vote of the members

AND I FURTHER CERTIFY that the Mayor of the City of
