Purpose:
The purpose of this regulation is to establish a policy concerning City Administrative
Regulations.
Procedure:
Issuance and Continuation:
Administrative Regulations shall be issued by the City Manager under the authority of
Section 604 of the Anaheim City Charter and will set forth and clarify the various
administrative processes and procedures necessary for the efficient management of City
affairs.
Upon approval by the City Manager, Administrative Regulations shall continue in full
force and effect notwithstanding the appointment of a different City Manager unless such
Regulations are expressly revised or repealed, in whole or part, by action of the then
incumbent City Manager.
Each new or revised Administrative Regulation, or notice of repeal of any existing
Regulation, will be forwarded to the City Clerk who will revise the current Regulations
accordingly.
Definition of an Administrative Regulation:
In order to be included in the set of Administrative Regulations, a proposed regulation
should meet the following criteria:
1. It should be directed toward an ongoing City process or procedure;
2. It should be limited to one major subject area;
3. It should be applicable to more than one department in the City.
Nothing contained herein shall be deemed to create any duty or obligation by the City, its
officers, employees, contractors or agents, to any third party, nor create any right of
enforcement of these Regulations by any third party, nor create any cause of action or
legal liability whatsoever in favor of any third party against the City, or any of its

officers, employees, contractors, or agents, in the event of noncompliance with any
provision of such Regulations.

Conformance by Employees:
Administrative Regulations will be binding on all City employees. It is the responsibility
of all department heads and program managers to ensure that their employees are
familiarized with these Regulations to the extent necessary for proper compliance.
