Purpose:
The purpose of this Administrative Regulation is to establish procedures for the submittal
of staff reports and related materials to ensure the orderly processing of agenda items to
be presented on a City Council agenda.
Procedure:
Staff reports and all related materials (hereinafter collectively referred to as "agenda
items") shall be submitted through the City Clerk's automated agenda management
system. Submitted agenda items are deemed to have been reviewed and approved by the
respective Department Head. All agenda items are reviewed by the City Clerk's office,
City Manager's office, and Budget division; any requested changes shall be made
immediately and resubmitted to the City Clerk's office, via the automated agenda system.
Deadline:
Agenda items are due to the City Clerk's office via the electronic submittal process no
later than 5:OOp.m. on the second Thursday preceding the scheduled City Council
meeting for which the item is to be considered.
Any original agenda items that require a signature by the Mayor or authorized
Department Head (resolutions, ordinances, agreements etc.) must be delivered to the
City Clerk's office no later than 5:00 p.m. on the second Thursday preceding the
scheduled City Council meeting as specified in AR 120. Failure to submit complete
originals could result in the agenda item being moved to a subsequent meeting date.
Original agreements shall include all necessary original signatures at time of submission
(refer to AR 120).
The City Council draft agenda will be emailed to all department heads and designated
staff by or around 10:00 am on the Tuesday preceding the scheduled city council
meeting. Departments shall review their department's agenda title and submit any
requested revisions to the City Clerk's Office no later than 3:00 p.m. on that same
Tuesday preceding the scheduled city council meeting.
This schedule may be altered on occasion and in which case the City Clerk's office will
notify department heads of the revised deadline(s).

Format:
Staff reports must follow the template provided by the City Clerk's office (see Attachment
A), using 12 pt. font and left justification.
Subject:
The subject line is the general description of the item; the basic subject matter not the
entire Council action.
Recommendation:
The recommendation is staff s recommended action (by Motion, Resolution or
Ordinance) to Council and is used for the agenda title and should generally include the
who, what, when, where, why, how much and for how long.
Discussion:
The discussion is the full background of the key elements of the recommendation.
Staff Report Attachments:
All attachments shall be identified and listed in the specific order of presentation.
Resolutions, ordinances and agreements must be in final form when submitted, unless the
staff report states otherwise (i.e. in "substantial form"). All amendments to agreements
shall include the original agreement as an attachment, and /or track changes of the
original agreement.
Responsibility:
It shall be the responsibility of department heads to review and timely submit agenda
items for placement on the City Council agenda.
