Purpose:
The purpose of providing payroll deduction services is to enable certain authorized
agencies to easily collect funds due from City of Anaheim employees on a regular basis.
Rule 27, City of Anaheim Personnel Rules and Regulations, as amended by Resolution
No. 65R-459, effective June 11, 1965, authorizes deductions from employee's pay for
specified purposes. This Administrative Regulation amplifies Rule 27.
The City will continue to perform currently authorized payroll deduction services without
charge to the receiving agency or organization. Regulations or directives specified in the
City of Anaheim Employee Relations Ordinance and/or duly signed Memorandum of
Understanding may supersede this action.
Procedure:
Added Services for Currently Authorized Agencies.
Requests for additional payroll deduction services from currently authorized agencies or
organizations will be evaluated by the Human Resources Director on the following
criteria:
1. Relationship to City's Labor Relations Program
2. Number of Employees Involved
3. Purpose of Funds Deducted

Effective immediately, requests for payroll deduction services from agencies or
organizations not currently authorized will be evaluated by the Human Resources
Director on the following criteria:
1. Relationship to City's Labor Relations Program
2. Number of Employees Involved
3. Purpose of Funds Deducted
A request for payroll deduction services which is approved on these criteria will be
recommended to the City Manager for his authorization to perform payroll deductions.
All such submittals will include a recommendation that the actual City's cost to perform
this service be the fee for the performance of the services.
