Purpose:
The purpose of this regulation is to establish City-wide policies regarding the
administration of performance appraisals for all full time and permanent, part-time City
employees (excluding employees on the Event Payroll).
Regular, formal and informal feedback from supervisor to employee is critical to good
job performance. Setting job standards, providing clear performance expectations, and
regular frequent feedback is the primary role of a supervisor. Employees have the right
to know how they are performing in relation to established standards.
Performance appraisal is the most important tool available to supervisors and employees
for employee development. A timely review of current job performance levels, including
strengths and areas of needed improvement, establishes a foundation for a development
plan for each individual employee.
It is the policy of the City of Anaheim that all full time and permanent, part-time
employees (excluding employees on the Event Payroll) will receive a written
performance appraisal from their supervisor a minimum of once annually. Employees
are entitled to receive copies of any written review of their performance.
Employees have the right to make comments in writing concerning any written
performance appraisal documents and have their comments placed I their personnel files.
Procedures:
Performance appraisal shall be given at the end of a performance year, corresponding to
the employee's anniversary date, merit review date, or the end of the fiscal year.
In advance of any performance period, supervisors will discuss with employees what is
expected in relation to job duties, standards, and performance measures. Any
performance or conduct deficiencies should be addressed immediately without waiting
for the annual review. The supervisor will coach the employee on ways to address
deficiencies, if any.

Each supervisor shall prepare a written document which evaluates both the quantity and
quality of employee's job performance. The document will serve as a summary of the
performance feedback the supervisor has been providing to the employee during the
rating period.
Higher management (at least one level) will review the appraisal. At an employee's
request, an appraisal may be reviewed by higher levels of management including the
Executive Manager.
The work and conduct of probationary employees shall be subject to close scrutiny and
evaluation.
Responsibility:
Administration of performance appraisals is a department function. It is the
responsibility of each supervisor to ensure this policy is carried out for his/her employees.
Each Executive Manager for administering this policy in his/her department. Periodic,
random audit of this policy's enforcement will be conducted by the City Manger's Office.
