CHAPTER 2 - EMPLOYMENT PROCEDURES

Purpose:
It is the intent of this policy to conform with Section 139.5 of the Labor Code and
provide Vocational Rehabilitation benefits in accordance with applicable rules and
regulations promulgated by the Administrative Director. This policy covers full-time,
non -probationary, miscellaneous employees who sustain disabling on-the-job injuries and
who are physically incapacitated from fully performing the usual and customary duties of
their job, as a result of permanent work restrictions.
As the circumstances of each individual case may vary, these procedures are a general
format to be followed as the situation dictates.
It is our goal to expedite and facilitate the identification, notifications and placement of
industrially -injured employees into modified or alternate jobs within the City of
Anaheim. Whenever feasible, reasonable accommodation shall be made to modify the
injured employee's job.
Procedures:
The Risk Management Division will administer and coordinate this program, with
support from the Human Resources Department. In Risk Management, the program will
be administered by the Workers' Compensation Manager. Injured employees who are
involved in this process will continue to be assigned to, and assisted by, the Workers'
Compensation Claims Examiner who is handling the employee's workers' compensation
claim. The support person in the Human Resources Department will be the Personnel
Services Manager.
Responsibility:
It will be the responsibility of the employee to maintain frequent contact with Risk
Management, Human Resources and the assigned outside rehabilitation counselor, and to
make themselves available at all times to participate in the process, including maintaining
an active role in the job search and placement program.
As it is the City's primary objective to retain the injured employee in his or her own
department, it will be the responsibility of the employee's department to make a good
faith effort to accommodate the injured employee, as well as try to accommodate injured
employees from other departments.

It shall be the responsibility of all levels of City management to adhere to this program.
Risk Management will maintain a Procedural Guide, and update it as necessary.
