275City Of Anaheim Administrative Regulation CHAPTER 2 - EMPLOYMENT PROCEDURES Subject: Personal Protective Equipment A.R. 275 Issue Date: January 14, 1986 Revised: August 31, 2010 Page (1) of (4) Purpose: The purpose of this regulation is to establish a policy concerning issuance and use of personal protective equipment to eliminate employee injuries. Procedures: Hard Hats - All City employees shall wear "hard hats" while engaged in construction or maintenance work where there is a risk of a head injury. The hats shall be provided by the City and shall be of a type and kind determined by the City. The hats and head bands shall be inspected periodically and replaced if damaged. Head bands shall be replaced at least once a year with normal use. Eve Protection: It is the City's intention to provide a good quality pair of standard safety glasses, either plain or prescription. The City will provide, at its expense, non-prescription safety glasses and prescription safety glasses to those employees whose job duties may expose them to eye injuries. Eye protection worn as required in this regulation shall meet the requirements of CAL/OSHA and the American National Standards Institute's (ANSI) Z87.1 code. Specific requirements/procedures are as follows: 1. Prescription safety glasses will be procured through a vendor designated by the City. To secure his/her safety glasses, an employee will need to secure a "Safety Eye Glass Procurement Authorization Form" from his/her supervisor. It will be up to an employee's supervisor to determine whether or not the duties performed by the employee warrant the issuance of safety glasses. The employee will then take this signed authorization form to the City -designated vendor to secure his/her glasses. 2. The City will pay for the first pair of prescription safety glasses (including carrying case) and all prescription safety glasses thereafter with a maximum of one (1) pair every two (2) years. The prescription must be provided by the employee. The City will not pay for any eye examinations other than those provided by the City's health care plans. The City will also provide a pair of non-prescription safety glasses for those employees who do not regularly wear prescription glasses. These glasses may be obtained directly from department stock (if any) or from the vendor designated by the City. An authorization form will be required when using the vendor. 4. Requirements of American National Standards Institute 287.1-1989, and both the employee and vendor sign the authorization form. Any costs greater than the allowance are the sole responsibility of the employee. 5. The City provides an allowance equal of the price of a standard pair of safety glasses as listed below. Annually, Purchasing determines the current price of the standard safety glasses, and that becomes the allowance for the fiscal year. Standard Safety Glasses 70F frame, FT 25-28 bifocal, polycarbonate lenses, adjustable nose pad, side shields, oversize frames and case. 6. Because of the City's concern for its employees off the job as well as on the job, employees are encouraged to also use their safety glasses for off -the -job activities that present eye hazards. 7. Safety glasses that are broken, damaged, or scratched in the course of employment, or in an off -the -job occurrence that may have resulted in an injury, will be replaced at no cost to the employee. Replacement glasses are subject to the same dollar allowance and conditions as the original pair. 8. All employee who are issued safety glasses will be required to wear them whenever they are exposed to any eye injury hazard. A few examples of eye injuries or hazards are: punctures, abrasions, contusions, burns, contact with flying particles, hazardous substances, projections, etc. 9. Not wearing eye protection when required may prompt a reprimand or other disciplinary action as deemed appropriate. 10. Safety goggles or full -face protection is required under certain circumstances, as determined by departmental safety rules, such as using grinding wheels, using compressed air, cutting/drilling stone, brick or concrete, using a welder, etc. Departments will provide and have available safety goggles or full -face protection where needed. Safety goggles or full -face protection used in conjunction with safety glasses may be required under certain circumstances such as operation of high -velocity or power tools. 12. Contact lenses shall not, under any condition, replace the requirements for proper eye protection. 13. Supervisors are to inform and instruct their employees of the eye -protection requirements, the employees' responsibilities, and how to obtain safety glasses or other eye -protection equipment. 14. Occasionally, exceptions to the above -mentioned eye -protection guidelines may be necessitated because of medical or other unusual circumstances. When exceptions are called for, the department head or his/her designee must sign the Procurement Authorization Form PUR-35. Foot Protection : Employees using pneumatic pavement -breaking tools shall wear metal toe guards provided by the City. Employees engaged in construction and maintenance tasks are encouraged to purchase and wear safety shoes or boots with metal toe and sole protection. Gloves - Special gloves required for certain hazardous jobs shall be provided by the City. These include electric linemen's gloves, firefighters' gloves, welders' gloves, gloves for handling caustic solutions and other similar circumstances. Gloves may be provided for employees engaged in heavy construction and maintenance occupations where there is a risk of hand and finger injuries. High Visibility Safety Vests & Apparel: Employees regularly engaged in projects which require working on or near public roadways shall be required to wear high visibility safety vests & apparel which meet the requirements of the American National Standards Institute (ANSI)/International Safety Equipment Association (ISEA) 107-2004. These vests and other high visibility apparel (raingear, coveralls) shall be provided by the City. Responsibility: It is the responsibility of each supervisor to ensure compliance with this regulation among his/her employees. Also, it shall be the responsibility of all employees who are required to wear personal protective equipment, as determined by their supervisor, to adhere strictly to the use of such protective equipment as described herein. Supervisors or employees failing to comply with the regulation are subject to disciplinary action. Where applicable, employees are responsible for having their personal protective equipment available at the beginning of their work shift each day. Attachments: None
