233City Of Anaheim Administrative Regulation CHAPTER 2 — EMPLOYMENT PROCEDURES Subject: Outside Employment A.R. 233 Issue Date: Aug. 1, 1984 Revised: February 22, 2006 Page (1) of (1) Purpose: The purpose of this administrative regulation is to establish guidelines to be followed by City employees who engage in outside employment. Procedure: An employee in the classified service may engage in employment other than his/her job with the City of Anaheim, if his/her department head determines that such outside employment is not inconsistent with, incompatible with, in conflict with, or inimical to his or her duties or with the duties, functions or responsibilities of his or her department or with the City and approves such outside employment. Such approval shall be consistent with California Government Code, Sections 1126 through 1129. In order to avoid inconsistency, incompatibility, conflict or the appearance of impropriety, approval will not be granted for an employee who wishes to engage in any outside employment, activity or enterprise for compensation when such outside employment would otherwise compromise the ability of the City to conduct its business in an efficient manner. Approval for outside employment, activity or enterprise shall not be granted for any firm that does business with the City of Anaheim. Denial of an employee's request for outside employment shall be made in writing by the employee's department head with an explanation for his/her determination of the prohibited activity. If any approved outside employment will be pursued by a City employee during what would normally be the employee's regular hours of work, the affected employee must use paid or unpaid leave (not compensatory time) and must receive specific authorization from the department head. This policy applies regardless of the type of leave time to be utilized by the employee to perform the outside work. Violation of this regulation by an employee may subject him/her to discipline up to and including termination.
