1960-5737WHEREAS, the Ways and Veans Committee of the House of Representatives is holding hearings on the Federal Pevenue structure directed towards the procurement of additional sources of revenue and for increasing the Federal Tax Base, and RESOLUTION NO. 5737 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM ik/iELORIALIZING THE WAYS AND FEANS COMMITTEE OF THE HOUSE OF REPRESENTATIVES OF THE UNITED STATES RESPECTING THE CONSIDERATION BY SAID COMMITTEE OF LEGISLATION TO ACCOMPLISH FEDERAL TAXATION OF THE INTEREST PAID BY STATES AND THEIR POLITICAL SUBDIVISIONS UPON THEIR OBLIGATIONS AND FEDERAL TAXATION OF THE INCor OF STATES AND 'POLITICAL SUBDIVISIONS GENERALLY. WHEREAS, said committee is presently considering the taxation by the Federal Government of the interest paid by states and their political subaivisions, upon their obli- gations and also Federal taxation of income of states and political subdivisions generally, and WHEREAS, Federal taxation of the interest paid on municipal bonds would seriously cripple municipal borrowing power at a time when municipalities are desperately attempting to provide the public facilities required by enormous expansion of population, and wHEREAS, the Federal taxation of income of states and their subdivisions has historically been studiously avoided and has been declared by the Suprere Court of the United States as unconstitutional whenever inroads have been attempted in this regard, ECA, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that the 1 ,;ays and means Committee of th, House of 1cpresentatives be memorialized by the receiTt of e copy of this Resolution and any ether material document- ing or supporting the freedom of state government and their political subdivisions from Federal taxation, and otherwise supporting and declaring interooveramental tax immunitics. BE IT FURTHER RESOLVED that Senator Thomas H. Kuchel and Senator Clair Engle, and Congressman James B. Utt also receive a copy of this Resolution and any other related material to be submitted by the City of Anaheirr in support of its position.
