RESOLUTION OF THE CITY COUNCIL OF THE CITY Of ANA.HEIN FINDING AND DETERMINING THAT TITLE i8 OF THE ANAHEIM MUNICIPAL CODE RE- LATING TO ZONING SHOULD BE AMENDED AND THAT THE BOUNIIA.f S OF CERTAIN ZONES SHOULD BE CHANGED. WHEREAS, the City Planning Commission of the City of Anaheim did hold a public hearing in Reclassification Proceedings No. 61 -62 -69 to consider an amendment to Title 18 of the Anaheim Municipal Code relating to zoning, and to consider a change in the boundaries of the zone or zones hereinafter mentioned and described, and at said hearing did receive evidence and reports from persons interested therein and from its staff; and WHEREAS, within a period of forty days following said hearing thereon the Planning Commission did duly adopt a resolution containing report of its findings, a summary of the evidence pre sented at eaid hearing, and a recommendation that the proposed amendment be adopted by the City Council and that certain zone or cones be changed as hereinafter set forth; and WHEREAS, upon receipt of said resolution, summary of evi- dence, report of findings, and recommendation of the City Planning Commission the City Council did fix the 27th day of March, 1962, as the time and the City Council Chambers in the City Hall of the City of Anaheim as the place for a public hearing upon said proposed amend- ment to Title 1b of the Anaheim Municipal Code, and the exclusion of said property, hereinafter described, from the zone or zones in which it is now situated, and the incorporation thereof in the zone or zones hereinafter set forth; and did give notice thereof in the manner and form as provided in said Title 18 of the Anaheim Municipal Code; and WHEREAS, at the time and place fixed for said public hear- ino the City Council did hold and conduct such public hearing, and iid give all persons interested therein an opportunity to be heard, and did receive evidence; and reports, and did thereupon consider the summary of evidence presented at said public hearing before the Planning Commission, its report of findings, and recommendation; and WHEREAS, the City Council does find and determine the fol- lowing facts: 1. That the City should establish Route 19, the Orange Free Right of way, as the westerly boundary and the Riverside Freeway as the southerly boundary of the Northeast Industrial Area. 2. That the entire area delimited by Orangethorpe Avenue and Placentia -Yorba Boulevard on the north, the Riverside Freeway and the Santa Ana River on the south, the Orange Freeway Right of way on the west, and the Imperial Freeway Right of way on the east should be designated for industrial use on the Anaheim neral Plan. :4 That the entire area delimited by Bali Road on the north, Los Angeles Street and the Santa Ana Freeway on the t vest, and the Santa Ana River on the east should be designated for industrial use on the Anaheim General Plan. -1- 61 -62 -69 L. That the entire area within the Anaheim City Limits bounced by Orangethorpe Avenue and Placentia-Yorba Boulevard on the north, the Riverside Freeway on the south. Jefferson Street on the east, and Route 19, the Crange Freeway, on the west should be zoned M-1, LIGHT-MANUFACTURING, with the exce tion of those areas lying immediately along and parallel to arl arterial streets and highways as designated on the adopted Cir- culation Element of the General Plan, which areas should be zoned P-L, RARKING-LANDSCAPING, for a depth of 50 feet on each side of the planned highway right-of-way line. ,7). That the County of Orange should be requested to establish industrial zoning, which prohibits all resi- dential uses, on all areas lying within their juris- diction in the above described areas and to establish standards of property development similar to those of the P-L, PARKING-LANDSCAPING, ZONE. That the City of Placentia should be requested to es- tablish industrial zoning, which prohibits all resi- dential uses, on all areas lying within their juris- diction in the above described areas, and to establish standards of property development similar to those of the P-L, FARKING-LANDSCAPING, ZONE; further, that the areas lying between Placentia Avenue and the Orange Freeway Right of way and south of Orangethorpe Avenue, designated "Medium Density Residential," as it now appears on the preliminary General Plan, Including trailer parks, should be included in industrial zoning. 70 That any desirable indu3try-related commercial uses should be established by Conditional Use Permit rather than spot reclassification to commercial zoning; and that within the Northeast and Southeast Industrial Areas as specified above, all requests for non-industrial use should be by Conditional Use Permit only. 8. That any trailer parks established in the Northeast Area as a result of actions preceding this report should be considered legal non-conforming uses, and that no further residential uses, including trailer parks or expansion of trailer parks previously ap- proved should be permitted in the Northeast Industrial Area. 9. That the County of Orange should be requested to conduct an "Orange County Industrial Area Analysis" further exploring the industrial potential of the entire County with respect to regional competition to establish a framework within which other indi- vidual cities may determine and project their indus- trial land needs and potentials. 10. That the amendment to Title 18 of the Anaheim Municipal Code should be adopted and that the property hereinafter described should be excluded from the zone or zones in which it is now situated and incorporated in the zone or zones as hereinafter set forth. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim that Title 18 of the Anaheim Municipal Code be, and the same is hereby, amended and that the following described property situated in the City of Anaheim, County of Orange, State of California, to wit: -2- Beginning at a point in the Northwest corner of Lot 4 of Block 5 of the Golden State Tract, as shown on a Map recorded in Book 4, pages 66. and 67 of Miscellaneous Maps, records of said Orange County, said point being an angle point in the existing City Limit line as established by the aforementioned Dowling Orangethorpe Annexation; thence 20 Easterly along the Northerly line and its Easterly pro- longation of Lots 4 and 3 of Block 5 of said Golden State Tract, to the point of intersection with the Easterly right of way line of Dowling Street (40.00 feet in width); thence 3o Northerly along said Easterly right of way line of Dowling Street, and its Northerly prolongation, to the point of intersection with the Northerly right of way line of Orange thorpe Avenue (40000 feet in width), said point of inter- section being an angle point in the aforementioned Dowling Orangethorpe Annexation; thence 4. Westerly along said Northerly right of way line of Orange- thorpe Avenue, to the intersection with the Easterly line of the most Westerly 5.45 acre parcel of land, as shown on a Record of Survey filed in Book 7, page 11 of Record of Surveys in the office of the County Recorder of said County, said Easterly line being the existing City Limit line as established by the aforementioned Dowling Orangethorpe An- nexation; thence 5o North 7° 157 West along said Easterly line a distance of 1210.00 feet, more or less, to the Northeast corner of the last mentioned 5.45 acre parcel of land, said Northeast corner also being an angle point in the existing City Limit line of the aforementioned Dowling Orangethorpe Annexation; thence 6. North 75 20 East, a distance of 802.90 feet, more or less, to the Southeast corner of the most Northwesterly 6.89 acre parcel of land as shown on the aforementioned Record of Survey; thence 7. North 7° 1.5 West along the Easterly line and Its Northerly prolongation of the last mentioned 6.89 acre parcel, to the intersection with the Northerly right of way line of the Atchison, Topeka and Santa Fe Railroad, as conveyed to the Santa Fe Lend improvement. Company, by deed recorded March 3, 1910, and filed in Book 177, page 392 of Deeds, records of said Orange County, said point of intersection being the most Northerly corner of the aforementioned Dowling Orange thorpe Annexation; thence 8. Southeasterly along the Northerly right of way line of said Atchison, Topeka and Santa Fe Railroad to the point of in- tersection with the Southerly right of way line of Orange thorpe Avenue (80.00 feet in width); thence 9. Easterly along said Southerly right of way line of Orange- thorpe Avenue to the point of intersection with the North- erly prolongation of the Easterly line of the West 77,28 acres of Lot 1 of Block K of the Kraemer Tract, as shown on a Map filed in Book 12, pages 87 and 88 of Miscellaneous Records of Los Angeles County, California, said point of intersection being the Northeast corner of the aforementioned Orange County Water District Annexation; thence 10. Southerly along said Easterly line of the West 77.28 acres, distance of 1,527.14 feet to the beginning of a tangent curve concave Northwesterly, having a radius of 500 feet; thence 11. Southerly Westerly along said curve through a central angle of 3c1c) 59J 54" an arc distance of 78 feet to the point of intersection with the Southerly line of Lot 1, Block K of said Kraemer Tract, said Southerly line being the Northerly right of way line of Anaheim Road (40.00 feet in width) said point of intersection also being an angle point formed by City Limit lines of the aforementioned Orange County Water District Pnnexation and the Northeast Annexation No. 2-A; thence 12. Northeasterly along said North line of Anaheim Road to a point in the Westerly line of Lot 42 of the Hazards Sub- division, as shown on a Map filed in Book 1, page 26 of Record of Surveys in the office of the County Recorder of said Orange County; thence 13. Northerly along said Westerly line of Lot 42 to a point, said point being distant. Northerly 424.64 feet from the Southwest corner of said Lot 42; thence 14. Easterly along a line parallel with the South line of said Lot 42, to the intersection with the Easterly line of the Atchison, Topeka and Santa Fe Railway 100 foot right of way; thence 15. Northerly along said Easterly right of way line to the point of intersection with the Westerly right of way line of Jefferson Street (59.00 feet in width); said point of intersection being the Northeast corner of the aforementioned Northeast Annexation No. 2-A; thence 16. Southerly along said Westerly right of way line of Jef- ferson Street a distance of 1700 feet, more or less, to the point of intersection with the Northeasterly right of way line of the California State Highway Route 175-B, said Westerly right of way of Jefferson Street also being the Easterly City Limit line established by the afore- mentioned Northeast Annexation No. 2-A; thence 17. Northwesterly, Westerly and Southwesterly along the North- erly right of way line of said California State Highway Route 175-B, also known as Riverside Freeway, to the point of intersection with the Southerly prolongation of the center line of Dowling Avenue, said point of intersection being an angle point in the aforementioned Northeast An- nexation No. 2-A; thence 18. Northerly along said Southerly prolongation of the center line of Dowling Avenue, to the intersection with the Southerly right of way line of La Palma Avenue (40.00 feet in width); thence 19. Westerly along said Southerly right of way line of La Palma Avenue to the point of intersection with the Southerly pro- longation of the Westerly line of the East half of Lot 14, Block K of the aforementioned Kraemer Tract; said point of intersection being the Southwest corner of the City Limits as established by the aforementioned Dowling Street Annexa- tion; thence 20. Northerly along the Westerly line of the East half of said Lot 14, Block K of the Lraemer Tract and its Northerly pro- longation thereof, along the Easterly line of Lots 77 and 76 of the Eucalyptus Forest Tract, as shown on a Map filed in Book 5, pages 29 and 30 of Miscellaneous Maps, records of Orange County, to the Southeast corner of Lot 2 of Block 14 of the Golden State Tract as shown on a Map re- corded in Book 4, page 66 of Miscellaneous Maps, records of said Orange County, said Southeast corner being an angle point in the City Limit line established by the aforementioned Coronado Street Annexation; thence 21. Westerly along the Southerly line of said Lot 2 of Block 14 of the Golden State Tract, to the intersection with the East line of the West one half of said Lot 2; thence 22. Northerly along said Easterly line of Lot 2, to the inter- section with the Southerly right of way line of Anaheim Road (40.00 feet in width); thence 23. Westerly along the Southerly right of way line of said Anaheim Road to the intersection with the Easterly line of Lot 1 of Block 10 of the aforementioned Golden State Tract; thence 24. Southerly along said Easterly line to the Southeast corner of said Lot 1; thence 25. Westerly along the Southerly line of Lots 1 and 2 of Block 10 of said Golden State Tract to the intersection with the Northeasterly right of way line of the Calif- ornia State Highway Route 175-B; thence 26. Northwesterly along said Northeasterly right of way line of said State Highway to the intersection with the Northerly line of Lot 13 of Block 9 of said Golden State Tract, said Northerly line being the City Limit line as established by the aforementioned Northeast Annexation; thence 27. Easterly along the Northerly line of said Lot 13 and its Easterly prolongation thereof, through Block 58 and 7 of said Golden State Tract, to the Southwest corner of Lot 6 of Block 6 of said Golden State Tract, said Southwest corner being an angle point formed by the City Limit lines as established by the aforementioned Northeast Annexation No. 2-A and Dowling Orangethorpe Annexation; thence 28. Northerly along the Westerly line of Lot 6 of Block 6 of said Golden State Tract and its Northerly prolongation to the intersection with the Northerly right of way line of La Jolla Street (40.00 feet in width); thence 29. Westerly along the Northerly line of La Jolla Street to the intersection with the West line of the Est half of Lot 3 of Block 7 of said Golden State Tract; thence 30. Northerly along said Westerly line to the intersection with the North line of Lot 3 of Block 7 of said Golden State Tract; thence 31. Easterly along said Northerly line of said Lot 3 to the Southeast corner of Lot 1 of Block 7 of said Golden State Tract; thence to accomplish the objects herein found and determined to be necessary and proper.
