170 Purpose: The purpose of this administrative regulation is to establish guidelines and procedures to departments that receive volunteer services to ensure proper tracking, minimize organizational risk and exposure, and promote a safe and supportive environment for all participants. The City recognizes the vital role volunteers provide to the city and community and supports programs that strive to foster community growth and involvement by engaging volunteers with different programs and projects. Definition: 1. Volunteer – An individual who voluntarily provides time, skills, and services to the City, without any compensation or benefits. 2. Minor – An individual under 18 years of age, as defined by California law. This definition also includes individuals 18 years of age or older who are under the care or authority of a legal guardian or conservator, in accordance with applicable California or federal law. a. Parental consent is required for any minor to participate as a city volunteer. Additional conditions may apply based on the nature of the volunteer work and is at the discretion of Human Resources/Risk Management. Procedures: 1. Volunteers must sign the City’s Volunteer Waiver Release form prior to start of an assignment. A minor must have written consent from a parent or legal guardian. 2. If volunteers are received from or organized through a third party, Departments shall coordinate with Human Resources/Risk Management the required contracts and insurance certificates. 3. Departments shall maintain the original City’s Volunteer Waiver Release form(s). 4. Departments shall maintain a log of all volunteers to include the volunteer’s name and respective work location(s), that must be forwarded to the Risk Management Division, upon their request (March, June, September, and December). 5. Volunteers must be provided with a copy of Administrative Regulation 240 – Non- Discrimination Program and Administrative Regulation 243 - Harassment, Discrimination, and Retaliation, at the start of their assignment. 6. Each Department is responsible for the return of the volunteer badge, parking, and/or any city- issued equipment; see Department Volunteer checklist. City of Anaheim Administrative Regulation CHAPTER 1 - ADMINISTRATIVE Subject: Volunteer Services A.R. 170 Issue Date: October 15, 2025 Page (1) of (2) City of Anaheim Administrative Regulation 170 Page (2) of (2) Exception: The Community Services Department and the Police Department have long-standing procedures and processes that by necessity and practice predate the adoption of this AR. The current protocols in place have been determined by the Risk Manager to meet or exceed the standards established. The Departments must continue to document and maintain applicable records regarding single event volunteers, special events and are still subject to review by Human Resources/Risk Management for compliance purposes. Departments may continue to use waivers that have been reviewed by the City Attorney and the Risk Manager. Requirements: 1. Volunteer positions requiring i) a background/fingerprinting and/or ii) TB clearance, is the sole responsibility of each city department and shall be completed before the volunteer performs any work with and for the city. 2. The completed Department Volunteer Checklist must be forwarded to Risk Management Division. 3. Employees and other volunteers working with minors are mandated reporters under California law and must receive training and information regarding their reporting obligations. The Department is responsible for identifying these employees and volunteers and shall maintain documentation confirmation completion of these requirements. 4. Each department is responsible for volunteer selection process and ensuring compliance with all appliable legal obligations. Responsibility: It shall be the responsibility of each department to carry out all procedures outlined above, as well as any additional department procedures, to ensure volunteers adhere to city standards, are properly vetted, oriented, supervised, tracked, and supported to minimize organizational risk and enhance volunteer experience. It shall further be each department’s responsibility to maintain a file on all volunteers. I understand that participation in this Activity may consist of work both indoors and outdoors. I further understand that such participation may include travel by car to different city locations, City of Anaheim facilities, et cetera. I am aware that participating in this Activity can be hazardous, I am aware of the dangers involved which may place me at risk for possible injury, death, or damage to personal property, and I hereby agree to accept, on my behalf and on behalf of my heirs and assigns, any and all such risks. I also represent that my participation in this Activity is entirely voluntary and without compensation. I am aware that, as a volunteer, I am not covered by the City of Anaheim for workers' compensation benefits or any form of first-party health and accident insurance. In exchange for the benefits derived by my participation in this Activity, I hereby agree, to the fullest extent permitted by law, to release, indemnify, and hold harmless the City of Anaheim, its officials, officers, employees, representatives, agents, or volunteers, from and against any claims, damages, or liability of any kind or nature for my injury or death, or damage to my personal property, arising out of or in connection with my participation in this Activity, from whatever cause, including but not limited to the active or passive negligence of the City of Anaheim, its officials, officers, employees, representatives, agents, servants, volunteers, or other Activity participants. This is a Release of Liability and Agreement to Indemnify and Hold Harmless. Please read it carefully.
