June 20, 2026 Subject: Opposition to Anaheim Prohousing Designation Program Application Dear Ms. Nguyen, I am a resident of Anaheim living within a High Fire Hazard Severity Zone and am submitting my opposition to the City’s Prohousing Designation Program Application. While I understand the need to address housing affordability and availability, I am concerned that the policies highlighted in this application place a strong emphasis on accelerating housing production, reducing discretionary review, and expanding residential development opportunities without adequately addressing the unique public safety challenges faced by residents in high fire risk areas. In addition, it does not address the impactful parking shortages the residents face in West Anaheim. The application promotes increased housing density, streamlined approvals, and reduced public hearing requirements, yet provides little discussion of emergency evacuation capacity, traffic congestion during emergencies, reducing residential and commercial parking, or the cumulative impacts on neighborhoods with limited ingress and egress routes. My neighborhood already experiences limited parking and constrained roadway access. During a wildfire or other emergency, additional residential density could significantly worsen evacuation conditions for existing and future residents. As it stands today, the City has acknowledged that the area will experience a 3+ hour evacuation time estimate. This is already a critical safety issue. Before seeking a Prohousing Designation, the City should first demonstrate that current infrastructure; emergency access, evacuation planning, parking, and public safety resources can adequately support increased development throughout the City and particularly in fire-prone areas. This designation, as it is worded, will remove the City’s ability to challenge future development with any of these issues. It is bad for Anaheim public health and safety. I request that the City reconsider this application or, at a minimum, include language that protects the safety of existing and future residents. I understand that the City will be awarded points, which will translate to money, but is it worth relinquishing even more control to the State for the almighty dollar? This is the City of Anaheim. The State needs the economy generated here. You are a powerful City. Why give away the power you possess for this very short sighted Prohousing Designation Program.
