Dear Mayor Aitken and Members of the Anaheim City Council, I support responsible housing development in Anaheim, but I am asking you to oppose the City's Prohousing Designation application. Anaheim needs housing, and I understand the importance of creating opportunities for new homes. However, supporting housing does not mean the city should give up local control or agree to policies that limit Anaheim's ability to respond to real-world problems. Every project is different. Some may be appropriate, while others may create serious concerns with traffic, parking, infrastructure, public safety, wildfire evacuation, or neighborhood compatibility. The City Council needs to preserve its ability to evaluate each project on its own merits and require changes when necessary. I am especially concerned that this designation does not appear to clearly protect Anaheim's ability to address wildfire evacuation issues or other safety concerns. Housing production should not come at the expense of public safety. I am also concerned that the Prohousing framework rewards reduced or inadequate parking. Good housing policy should create livable communities, not shift parking problems onto nearby residents, businesses, and neighborhoods. Anaheim also needs flexibility in responding to homelessness. The city should not lock itself into a policy framework that could limit future options for shelter, services, enforcement, public safety, or neighborhood protection. This is bad for all of Anaheim. We can support responsible development without accepting a designation that weakens local decision-making. Please oppose the Prohousing Designation application and keep Anaheim's housing decisions local, balanced, and accountable. Warmly, Marla Chapman 780 S Quail Circle Anaheim, CA 92807 1
