Christine, I am a resident of Anaheim writing to express my strong opposition to the Prohousing Designation proposal. After reviewing the document, it is clear that this proposal functions as a "pay for play" arrangement between the state and local municipalities. By accepting one-time grant funding, the City of Anaheim would effectively surrender its long-term right to govern and support its constituents. My specific concerns include: - Loss of Local Sovereignty: Anaheim has already exceeded its state-mandated building quotas. There is no justification for the City Council to relinquish its authority or the voting rights of its residents to the state. - Bypassing Public Oversight (Section 2E): This section would eliminate discretionary reviews and public hearings, allowing all projects to be administered solely by staff without community input. - Accelerated Administrative Timelines (Section 2G): The proposal establishes a review timeline for administrative applications of only twenty-nine (29) days, which is insufficient for thorough evaluation. - Developer Incentives (Section 3I): This section outlines programs to reduce construction and infrastructure costs for developers. It appears the city is prioritizing developer profits over resident approval and established zoning laws. This proposal removes the essential voting rights of residents and prioritizes the financial interests of the state and private developers.
