Dear Ms. Nguyen, I am writing as a resident of Anaheim Hills to express my opposition to any additional large-scale residential development and to the City’s pursuit of a Prohousing Designation that could further reduce local control over planning decisions. While I understand the need for housing, I do not believe East Anaheim can continue to absorb significant additional growth without serious consequences to traffic, public safety, infrastructure, and quality of life. Traffic congestion in Anaheim Hills has already reached unacceptable levels. On many days, I am unable to leave my neighborhood in a reasonable amount of time because commuters from the Inland Empire are rerouted through our local streets to avoid congestion on the 91 Freeway. During peak periods, traffic backs up throughout the canyon area, and it is not uncommon for me to spend 30 minutes traveling less than one mile. Residents experience these conditions every day, and additional development will only make them worse. I am also deeply concerned about wildfire evacuation and public safety. Anaheim Hills and the Santa Ana Canyon corridor have limited evacuation routes. Existing traffic congestion already strains these roadways during normal conditions. Before approving additional high-density housing projects, the City should thoroughly evaluate the cumulative impact that current, approved, proposed, and future developments will have on evacuation times and emergency response capabilities. My concern is not with any one project in isolation. Rather, it is the combined impact of multiple developments, accessory dwelling units, future housing sites, and ongoing population growth on a transportation network that is already overburdened. Residents experience these impacts collectively, and planning decisions should reflect that reality. I respectfully request that the City:  Conduct a comprehensive cumulative impact analysis of all approved, pending, and anticipated residential projects in East Anaheim.  Evaluate the long-term effects on traffic congestion, evacuation capacity, and public safety.  Consider infrastructure limitations before approving additional density. 1  Preserve meaningful opportunities for community input and local decision-making.  Prioritize public safety, infrastructure capacity, and neighborhood livability over incentives tied to Prohousing designation. Anaheim’s responsibility is not simply to approve more housing. It is to ensure that growth is balanced with the safety and Opposition to Additional High-Density Development and Prohousing Designation in East Anaheim. I urge the City Council to reject policies that would encourage additional large-scale development in East Anaheim until the cumulative impacts on traffic, infrastructure, and emergency evacuation have been fully evaluated and addressed.
