Mayor and Council Members,
I am a resident of Anaheim I am asking the City leadership to consider why you would pursue
California's Prohousing Designation to essentially abdicate your responsibility to protect the citizens
of east Anaheim and Anaheim hills. Critical issues related to traffic, evacuation, and infrastructure
remain unresolved and engaging in further development in highly congested areas with very minimal
evacuation routes is irresponsible government.
Proposed developments falling under this Prohousing designation include senior housing for some of
our most vulnerable adults. While Anaheim Hills has numerous senior housing options, the addition of
more high-density housing in areas without appropriate safety infrastructure is a recipe for tragedy
when the next wildfire hits our community. As a medical professional working in a large hospital in LA
I am all too aware of the challenges faced by communities trying to evacuate their most vulnerable
populations. Often they become the last priority, and these tragedies will be your ultimate
responsibility. This is not opposition to housing. This is opposition to pursuing incentives for greater
density before demonstrating that our roads and emergency systems can safely handle the growth
already approved.
The facts are very clear and serious. An independent CEQA analysis identified significant deficiencies
in the City's own review — including inconsistencies with Anaheim's adopted evacuation plans and
failure to account for cumulative impacts. The City Council, City staff, and the Fire Chief have all
previously concluded that additional density on these narrow roads would increase evacuation risk
and threaten lives.
East Anaheim and Anaheim Hills are already a Very High Fire Hazard Severity Zone. Residents here
have lived through wildfire and gridlock. Evacuation is not a planning abstraction — it is a matter of
life and death.
Please do not abdicate your responsibility to the safety of all of your constituents in Anaheim. Seeking
state funding to encourage more density before these safety failures are resolved is irresponsible.
Public safety must come before development incentives. Anaheim should not be pursuing Prohousing
Designation until it can demonstrate that the growth already approved can be safely accommodated.
