Writing to express real concern with effective safety actions to reduce Bicycle &
walking many factors contribute to safety. As efforts that were brought to at that
time gain approval by OCTA Safe Route to School, to my city that brought before
OCTA in the past created the ideal starting Safe Route to School and too Tustin,
Garden Grove, Westminster cities.
Safe Route to School was to address the injuries ,fatalities research show flaws
that requires many changes with sponsors legislation to tackle serious flaws,
such as update SB 932 2021 general plane circulation element bicycles, walking,
update State law General Plane Element SB 932 (2022) to require all local cities
to adopt now, with Vison Zero, to Traffic Commission address Active
Transportation with dedicated traffic engineers the fact each cities received
funding to hire outside evaluation what can be done addressing safety including
California State Law and the Requirement to Update the General Plan for Bike
Safety that each city council need better over sight and schools. To include
elementary school grant call All Kids Bikes where ride in the school gym having
no peddles at first teach the bike safety.
California law requires all cities and counties to prepare and periodically update
a General Plan that sets long-term policies for land use, transportation, housing,
and other community priorities. The General Plan Guidelines (GPG), issued by the

Governor’s Office of Land Use and Climate Innovation (LCI), provide the “how to”

Legal Basis for Bike Safety in the General Plan

recommended and proven therapeutic activities for military veterans managing
PTSD. While NAMI (National Alliance on Mental Illness) advocates for the mental
health benefits of cycling, they do not directly supply or build the bikes
themselves. Specific veteran-focused organizations and the VA directly provide,
fund, or organize adaptive biking programs to assist veterans with PTSD:VA
Adaptive Sports Program:
The Department of Veterans Affairs offers adapted sports grants and equipment
programs . Veterans can receive recumbent trikes, hand cycles, or road bikes
through their local VA hospital's Recreational Therapy department. Project Hero:
