For public comment on July 28, 2026:
Anaheim Police Chief Manny Cid may have inherited many of the personnel issues facing the
Anaheim Police Department. I recognize that. But let's connect the dots.
Former Chief Armendariz initiated an audit into overtime practices involving Anaheim Police
Association President Jose Duran and former Vice President Tony Lee after serious concerns
were raised regarding overtime misconduct.
Then the Anaheim Police Association launched a survey in which, according to reporting,
rank-and-file officers wanted a chief who would not put "Disney before the department."
What exactly did that mean? Did it mean, "Don't investigate overtime misconduct at downtown
Disney?"
It’s interesting how that APA survey was released around the same time Tony Lee was removed
from his quote-unquote "lifetime assignment."
And it has been reported that Jose Duran and Tony Lee may have retaliated against those who
were ordered to investigate the overtime misconduct.
Rubalcava, you clearly did not support Chief Armendariz. Was that because he ordered an audit
into the overtime practices of Duran and Lee? Is that why you wanted Chief Armendariz out?
So the audit would go away?
We know Jose Duran and the APA publicly supported the appointment of Chief Cid. We also
know they supported Chief Cid's annual salary of $433,000.
Chief Cid reported to Vanderpool, which meant Vanderpool was going to get a $50,000 annual
raise.
We also know Mr. Vanderpool reportedly received the overtime audit concerning Jose Duran
and Tony Lee.
So where did that audit go?

Did it disappear into Neverland? Or is this why Jim Vanderpool jumped ship so quickly?
Because he saw THIS coming.
And now I'll speak directly to City Attorney Rob Fabela.
In case you need a refresher on legal terms, quid pro quo is commonly defined as "this for that"
or an exchange of something of value for something else.
And former Anaheim Mayor Harry Sidhu’s favorite legal term - obstruction of justice - which is when
someone interferes with an investigation.
So we have overtime compensation reaching into the hundreds of thousands of dollars.
An audit launched by Armendariz into Lee and Duran.
Armendariz getting pushed out by Duran and Rubalcava.
Duran and APA pushing for the hiring of Cid.
Vanderpool and this City Council approving the hiring of Cid.
Sky-high salaries for Cid, Lee, Duran, and a raise in the works for Vanderpool.
An audit that is nowhere to be found when Cid joins the team, thanks to Vanderpool.
An audit that is still MIA, even though Vanderpool ran for the hills.
Duran and Lee still working for Cid.
Duran is still sending campaign donations to Rubalcava.
