For public comment on July 28, 2026:
On July 22, at the Public Utilities Board meeting, Craig Parker declared that the water issue that residents
have expressed valid concerns about is "closed."
Closed?
How, pray tell, Mr. Parker, can this matter be “closed” when you still cannot - or will not - answer very
basic questions?
After months of raising serious concerns, residents submitted 26 written questions. We received ONE
complete answer.
Mr. Parker acknowledged the discrepancy in the City’s Well 51 PFAS shutdown timeline, but we
still don’t know why...
And we still don’t have an answer to what caused the brown water event on September 23.
And we still don’t have an answer about the excessive flushing.
And again, Craig Parker lectured on how hydrant flushing is a recognized water quality tool. And again,
we already know that.
That wasn’t the question. The question remains: why were 10 million gallons flushed after the water
turned brown in September 2025, and why was flushing occurring before compliance testing?
Yet Mr. Parker insists the matter is closed.
Mr. Parker also stated that the Division of Drinking Water investigated concerns raised by licensed Water
Systems Operators regarding Anaheim's drinking water system.
Not one, not two, but THREE licensed Water Systems Operators reported concerns of excessive
flushing and alleged that records submitted to the State may not accurately reflect actual operating
conditions. These are the employees who actually operate the Lenain Water Treatment Plant.
Mr. Parker works across the street from City Hall, nowhere near the Lenain Water Treatment Plant. He's

not the one operating it every day.
So, forgive me for being a little skeptical, but how can the public place complete confidence in an
investigation when we don’t know:
What information Craig Parker provided to the DDW
And what information WASN’T provided
What records were reviewed
And what records WEREN’T reviewed
We don’t know who was interviewed
And who WASN’T interviewed?
Yet Mr. Parker insists the matter is closed.
And the most disturbing issue of all?
This City Council has not demanded an investigation into the claims of the water system operators.
Mr. Parker may have declared this matter closed.
The residents of Anaheim assure you it is not.
