Dear CRAIG,
Today, CalBike is releasing the report of the California Independent Electric Mobility Council, the
first statewide council of its kind convened by CalBike.
Legal e-bikes, high-powered electric devices, scooters, and other emerging products are routinely
discussed as though they are all the same thing, coalescing in public discourse as an “e-bike
problem.” That confusion is shaping local bans, age restrictions, enforcement, and public fear.

We brought together representatives from public health and transportation agencies, researchers,
local advocates, safety organizations, industry, and government to work through a transportation
landscape changing faster than the rules governing it.
Their starting point was clear:
E-bikes belong.
For parents carrying children, older adults, people with disabilities, workers making longer trips, and
households without reliable access to a car, an e-bike can turn an impossible trip into an ordinary
one.
E-bikes are affordable, practical, and zero-emission. California should be expanding their safe use.
The Council also reached a blunt conclusion: many of the devices causing the greatest public
concern are not legal e-bikes at all. High-powered, out-of-class devices exist beyond California’s
current e-bike framework. Yet they are frequently sold, described, reported on, and regulated as e-
bikes.
The report concluded that:
California’s three-class e-bike system is broadly workable, though poorly understood.
Broad restrictions on legal e-bikes risk targeting the wrong riders and devices.
Throttles can provide an important access benefit for cargo hauling, riders with physical
limitations, and people new to bicycling.
Manufacturer and seller accountability may be more effective than trying to regulate
individual riders after devices are already in use.
Education must reach buyers, parents, young riders, drivers, law enforcement, and
policymakers.
The report is candid about where agreement ends and further work is needed. California needs rules
grounded in how these devices actually work, how they are marketed, and who is using them.

The next phase is implementation: clearer state policy, better information at the point of sale,
stronger education, and direct briefings for local and state decision-makers.
California can get this right. It starts by naming the problem accurately.

Outdoor Recreation Legacy Partnership (ORLP) Program – Round 8
State Application Workshop Recording & Eligibility Update
A reminder that State applications to start California's competitive process for Round 8 of
the national Outdoor Recreation Legacy Partnership (ORLP) Program are due August,
28, 2026.
ORLP is a federal National Park Service (NPS) grant program. ORLP involves two
competitive layers. Applications are first competitively reviewed by OGALS. The most
competitive applications are then forwarded to NPS for review in nationwide competition.

Eligibility Requirement Update
On August 5, 2026, NPS further clarified that projects that directly abut the boundary
of a qualifying urban area are now eligible for ORLP. In this situation, applicants must
show that the project site can be directly accessed from the qualifying urban area—for
example, by explaining existing rights of way, roads, or paths that connect the urban area
to the project site.

Application Workshop Recording
Application workshops to review the CA Application Requirements were held August 5 &
6. A recording of the application workshop is now available here!
How to Apply
For more information on the competitive state criteria, process, and timeline, visit the
ORLP webpage.
All applications must be submitted online through Submittable by 11:59 pm on Friday,
August 28, 2026.
OGALS can provide additional guidance for completing the full federal application to the
most competitive applicants selected for the National Review Committee consideration.

The Los Angeles Police department announced its intention to install the low-frequency Rumbler siren
into 20 black-and-white vehicles before a larger expansion. The Rumbler interacts with a standard police
siren and amplifies that sound through its speakers.
