Dear Chair Castro and Members of the Planning Commission:
On behalf of People for Housing OC (P4H), Orange County's grassroots housing advocacy
organization, I write in strong support of Development Application No. 2025-00040, a
tentative tract map to create a one -lot condominium map for 90 four-story stacked flats in
nine buildings, including five deed -restricted very low income homes, on the approximately
3.02-acre site at 1041, 1057, and 1071 North Kemp Street. We urge your approval.
What makes this project stand out is that these are homes to own, not just to rent. Across
Orange County, the overwhelming majority of new affordable and attainable housing enters
the market as rental homes, and for -sale homes at accessible price points have become
vanishingly rare. These stacked flats, ranging from compact one -bedroom homes to three
and four -bedroom homes for families, are exactly the kind of entry-level ownership that
gives working families, first-time buyers, and longtime renters a realistic path to owning a
home and building equity in the community they already call home. Every one of these 90
homes represents a household that can put down roots, and the five very low income
units are a rarity worth underscoring: deed -restricted homeownership, not rental, made
possible here through State Density Bonus Law and attainable for the residents who need
it most.
Just as important is what this site becomes and where it sits. Converting underutilized
industrial land into 90 new homes is precisely the kind of infill development Orange County
needs, and it is why the project qualifies for streamlined review as an urban infill housing
project. It adds homes on land already served by existing streets and infrastructure, without
displacing existing residents, on a corridor that is ready for reinvestment. The parcels sit just
north of where North Anaheim Boulevard meets La Palma Avenue.
Those new neighbors will help power the revitalization already taking shape along the
northern stretch of Anaheim Boulevard. A short walk south, in the 700 block, the public and
private investment in Store One Anaheim, a hub for culinary entrepreneurship and
workforce training rising at the former site of the first Northgate Gonzalez Market at 722 N.
Anaheim Boulevard, signals real momentum for this neighborhood. Housing and
commercial vitality reinforce one another: the residents of these 90 homes are the
daytime and evening foot traffic that will sustain Store One's culinary entrepreneurs and
the local businesses along the corridor, while a thriving commercial anchor makes this an
even more desirable place to live. Approving this project helps knit together a complete,
walkable neighborhood where new homes and new local enterprise grow side by side.
For its contribution to attainable homeownership, its inclusion of five deed -restricted very
low income units, its smart reuse of underutilized industrial land, and its role in the
revitalization of North Anaheim Boulevard, this project merits your full support. We
respectfully urge your approval.
