Do not click links or open attachments unless you recognize the sender and are expecting the message. For public comment on August 25, 2026: Let's talk about the hypocrisy of Anaheim Human Resources. Employees are expected to follow City policies and face discipline for misconduct. But when employees report misconduct involving HR management, accountability suddenly becomes optional. Linda Andal is the Human Resources Director. Her department is responsible for enforcing City policy, investigating employee complaints, and administering discipline. Yet employees have repeatedly reported harassment, discrimination, retaliation, intimidation, safety concerns, and misconduct, only to watch complaints be ignored, minimized, or downplayed. Apparently, the rules HR enforces against everyone else don't apply inside HR. AR 217, is Anaheim's Drug-Free Workplace policy, which prohibits controlled substances on City property or City time, allows discipline up to termination, and makes the Human Resources Director responsible for administering that policy. Does Linda Andal know that HR manager Alex Mo-HA-jer smokes his marijuana vape pen during working hours in his office? Yes- Linda Knows Does Linda know Alex leaves his marijuana pen on the desk for coworkers to see? Yes - Linda knows Does Linda know Alex smokes it in City restrooms? Yes - Linda knows Does Linda know Alex smokes marijuana before meetings, including before union contract negotiations that involve taxpayer dollars? Yes - Linda knows AR 243 states “a supervisor, manager, or department head who receives a complaint must immediately report it and failure to do so “may be grounds for disciplinary action including termination.” Linda Andal cannot demand accountability from Anaheim's workforce while failing to enforce it within her own department. And Alex Mo-HA-jer should not be addressing the conduct of other employees while serious allegations concerning his own workplace conduct remain unaddressed. So here's the question for this Council: Why hasn't the City ordered an independent investigation into Linda Andal and Alex Mo-HA-jer? 1 If this Council continues to ignore these allegations and refuses to demand an investigation, what message are you sending to every City employee? That getting high at work is acceptable as long as you have the right title? That rules are enforced against some employees, but ignored for others? That Anaheim taxpayers can pay an employee's salary while that employee gets high on City time, and nobody in leadership has to answer for it? Because silence from this Council is PERMISSION. And Anaheim residents are tired of paying the price for YOUR silence. 2
