Receive an update regarding the City Attorney's Office's implementation of a Tenant Protection Act information intake program for Anaheim renters \[informational item only\]. My name is Adrian and I'm a volunteer with Tenant's United Anaheim (TUA). Thank you to City Staff for bringing this informational item forward, and to Councilmember Rubalcava for bringing the issue up in February 2026. We sincerely hope that other councilmembers will also begin to recognize issues that tenants face, as renters comprise 55% of Anaheim residents. I understand that there are budgetary and staff limitations to this program, as no additional resources are being allocated to the program and only existing Staff are being utilized, which means that full enforcement of the Tenant Protection Act if 2019 (TPA) at the city level is not yet possible. That being said, there are some considerations that we'd like bring forward. The first is around protection and privacy of data collected by the program. Unfortunately there are other City Departments that continuously fail to comply with existing state laws regarding the warrantless sharing of sensitive data with other groups and agencies. Second, and somewhat contradictory, we hope that comprehensive aggregate and/or anonymized data on reports of violations collected by the program will be made publically available so that groups like TUA and similar nonprofits and community organizations can better focus their work here in Anaheim. Finally, why stop the TPA? There are a variety of additional state laws, codes, and statues that cover areas of tenants' rights and habitability. It would be great to use this program as a way to monitor not just violations of the TPA but additionally, but not limited to, health code violations. Thank you!
