Mr. Priest then answered questions posed by Mr. Bay; Special Counsel, Bruce Ballmer, answered questions posed by Mr. Seymour; at the conclusion of discussion and questioning, Mr. Bay stated he could not vote for the subsidies proposed relative to those businesses relocating back into the redevelopment areas which were already subsidized during the two- and - one -half year period that they were located in the Harbor Center, especially since he had not approved the original subsidies. He felt they were dangerously close at the eighty percent, sixty percent, forty percent brackets (see draft--Rules and Regulations for Implementation of the California Relocation Assistance Law, pages 57 and 58) to subsidizing a business that possibly might never succeed in that location, or encouraging businesses that might not be able to make it in a competitive market in those areas. Relative to those subsidies on businesses moving back in, he could approve forty percent, thirty percent, twenty percent and ten percent, but not those previously articulated.
