Sohl DIRECTOR OF COMMUNITY DEVELOPMENT: Lisa Stipkovich A complete copy of the agenda for the meeting of the Anaheim Redevelopment Agency was posted at 4 :00 p.m. on February 23, 1990 at the Civic Center kiosk, containing all items as shown herein. Chairman Hunter called the regular meeting of the Anaheim Redevelopment Agency to order at 5:46 p.m. MINUTES: Agency Member Kaywood moved to approve the minutes of regular meetings held January 9 and January 16, 1990. Agency Member Pickler seconded the motion. MOTION CARRIED. FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of $75,775.21 for the week ending February 16, 1990; and $444,930.27 for the week ending February 23, 1990, in accordance with the 1989 -90 budget, were approved. CONSENT CALENDAR ITEMS: On motion by Agency Member Hunter, seconded by Agency Member Pickler, the following actions were authorized in accordance with the reports and recommendations furnished each Agency Member and as listed on the Consent Calendar Agenda: 1. 161.157: PROPOSED PLAZA REDEVELOPMENT PROJECT - 1) DRAFT ENVIRONMENTAL IMPACT REPORT: 2) PROPOSED REDEVELOPMENT PLAN: 3) DRAFT RULES GOVERNING PARTICIPATION AND PREFERENCES BY PROPERTY OWNERS AND BUSINESS OCCUPANTS: 4) PRELIMINARY REPORT FOR THE PROPOSED PLAZA REDEVELOPMENT PROJECT: Ratifying actions of the Community Redevelopment Commission with regard to the proposed Plaza Redevelopment Project. Submitted was report dated February 21, 1990 from the Community Development Director, recommending ratification of the subject actions taken by the Community Redevelopment Commission. Agency Member Hunter moved to ratify the following: Receive and authorize circulation of the Draft Environmental Impact Report for the Redevelopment Plan for the proposed Plaza Redevelopment Project, set a public hearing thereon, and authorize publication of Notice of Completion and availability of Draft EIR and public hearing; Receive the Redevelopment Plan for the proposed Plaza Redevelopment Project, and authorize transmittal of Redevelopment Plan to affected --� taxing agencies, the fiscal review committee, and persons and organizations within the project area, and authorized submittal to the Planning Commission for report and recommendation; 90 -20 tlue Anaheim Civic Center, ANAHEIM REDEVELOPMENT AGENCY February 27, 1990, 5:20 P.M. Receive draft Rules Governing Participation and Preferences by Property Owners and Business Occupants in the Plaza Redevelopment Project and authorize public inspection of said rules; Approve and authorize transmittal to affected taxing agencies of the Preliminary Report for the proposed Plaza Redevelopment Project. Agency Member Pickler seconded the motion. MOTION CARRIED UNANIMOUSLY. Agency Member Pickler. The foregoing actions are positive. What he is concerned about is the present ownership of Anaheim Plaza, the State Teacher's Retirement System (STRS) to get them to move to do something positive relative to the Plaza. He understands that buyers have been standing in line. If there is anything that can be done through the City's legislators or the Chamber he would like to see it done. He feels the owners are not doing anything because they do not care. Agency Member Kaywood. She feels there must be something in the law that does not permit owners to run something into the ground causing merchants to lose everything. Knowing two years ago last December that there were 28 leases coming up for renewal in the Plaza, the owners did absolutely nothing and they had bonafide offers before that time. There are real developers who want to come in and do something but the ownership does not want to do anything. Agency Member Pickler. He suggested that the City Manager and staff come back with a recommendation to see what can be done. If it is necessary to go to Sacramento to get something moving, then that is what they should do. Chairman Hunter. He and the City Manager were prepared to do that previously. They put pressure on STRS to come to the table and talk to them. Their broker now is Goldman Sachs who the City deals with on other items. Perhaps some pressure can be applied. Lisa Stipkovich, Community Development Director. She agrees with everything that has been said. The action the Agency just took is the most positive thing the Agency could be doing at this time and very encouraging to the people in that area who want this in a Redevelopment Project. Staff will consider what their alternatives are with STRS. Their experience in talking with Goldman Sachs and the people who are marketing the Center is that Redevelopment would be a potential benefit to the area and that all the developers who are interested in the site are talking to them on what role Redevelopment might play. Staff is in contact with them but she believes until it is in a Redevelopment area, most of the people looking to buy the site are reticent to make an offer until they know what the situation will be in terms of Redevelopment. Staff can think about what other strategies they might use to encourage STRS and Goldman Sachs to even be more cooperative. She will come back with a report and give the Agency an idea on options and what they can do as an Agency. Agency Member Kaywood. If there is money that STRS needs to spend, the City should not take that over.
