Sohl COMMUNITY DEVELOPMENT DIRECTOR: Lisa Stipkovich A complete copy of the agenda for the meeting of the Anaheim Redevelopment Agency was posted at 3:35 p.m. on March 30, 1990 at the Civic Center kiosk, containing all items as shown herein. Chairman Hunter called the regular meeting of the Anaheim Redevelopment Agency to order at 5:40 p.m. MINUTES: Agency Member Kaywood moved to approve the minutes of the regular meeting held February 27, 1990. Agency Member Daly seconded the motion. Agency Member Pickler was absent. MOTION CARRIED . FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of $74,778.39 for the week ending March 30, 1990, in accordance with the 1989 -90 Budget, were approved. RECESS - CLOSED SESSION: Recess to Closed Session to confer with its attorney regarding pending litigation pursuant to Government Code Section 54956.9(a) - Agency vs. Gray S. Kilmer Orange County Superior Court Case No. 54- 65 -92. Lee Sohl, Secretary, announced that the City Attorney advised that the Closed Session is not necessary at this time since the item was addressed in the regularly scheduled Closed Session at 4:00 p.m. CONSENT CALENDAR ITEMS: On motion by Agency Member Hunter, seconded by Agency Member Daly, the following actions were authorized in accordance with the reports and recommendations furnished each Agency Member and as listed on the Consent Calendar Agenda: 1. 161.123: Approval of final construction drawings for rehabilitation of the Grimm House presently located at 206 North Olive Street. 2. 161.123: Approving an agreement for financial consulting services with Katz, Hollis, Coren and Associates, Inc., and authorizing the Chairman and Secretary to execute said agreement. 3. 161.123: Approving the preliminary plan drawings for the PacBell building and parking structure subject to the conditions of approval recommended by Staff and shown on Attachment "A ". Removed from the Consent Calendar for separate action. 4. 161.123: Approving preliminary plan drawings for Lincoln Village, including the material and color palette, subject to the recommended conditions of approval as shown in Attachment "A ". ORDINANCE NO. ARA -001 (ADOPTION): AN ORDINANCE OF THE ANAHEIM REDEVELOPMENT AGENCY ENACTING A SALES AND USE TAX. End of Consent Calendar. 3. 161.123: PRELIMINARY PLAN DR AWINGS ANAHEIM CENTER - PACBELL BUILDING AND PARKING STRUCTURE: The preliminary plan drawings for the PacBell building and parking structure were submitted for approval subject to the conditions recommended by Staff and shown on Attachment A. Also submitted was report dated March 26, 1990 from the Community Development Department recommending approval of the subject drawings identified in Attachment A of the report (made a part of the record). Lisa Stipkovich, Director of Community Development, explained that there will be a short presentation by the developer on the preliminary plan drawings first for the PacBell building and parking structure and subsequently on the Lincoln Village project. Mr. Bob Oto, McLaren, Vasquez, Master Architect for the Koll Center Anaheim Project and also PacBell and the City's Utilities Building. He referred to his previous presentation before the Redevelopment Agency when they were seeking approval of the Master Plan (also see minutes of December 12, 1989 and January 9, 1990). In his presentation, he referred to, and worked from, the posted rendering which was before the Agency at the prior meeting and briefed the Agency on the architectural characteristics of the PacBell building and parking structure, one of the hubs of the entire project. Lisa Stipkovich. The PacBell building is the first part of phase one of the Koll project. Groundbreaking is anticipated in July. The Agency will again see the project when construction drawings and the materials board and color palettes are presented along with landscaping plans. Staff recommends approval of the preliminary drawings subject to the recommended conditions. MOTION: Agency Member Hunter moved to approve the preliminary plan drawings for the PacBell building and parking structure subject to the Conditions of Approval recommended by Staff and shown on Attachment A of the Staff Report. Agency Member Ehrle seconded the motion. Agency Member Pickler was absent. MOTION CARRIED. 90-31 37 Anaheim Civic Center, ANAHEIM REDEVELOPMENT AGENCY April 3. 1990, 5:30 P.M. 4. 161.123: PRELIMINARY PLAN DRAWINGS - LINCOLN VILLAGE - LINCOLN PROPERTY COMPANY - PARCELS 14, 22 AND 4D: Preliminary plan drawings for Lincoln Village, including the material and color palette, subject to the recommended conditions of approval as shown in Attachment A. Submitted was report dated March 22, 1990, from the Community Development Department recommending approval of the subject drawings for Lincoln Village including the materials and color palette, subject to recommended conditions of approval as identified in Attachment A of the report. Mr. Rich Dickerson, Operating Partner, Koll Company, introduced Mr. Earl Truax to make the presentation on the subject. Mr. Earl Truax. He briefed the Agency on the size and character of the project (also see minutes of September 19, 1989 when the project was initially briefed /presented to the Agency). It is a 21 acre master planned community consisting of apartments (184), apartments (101) retail (6600 square feet), single family and tiered homes (78) and townhomes (26). He reviewed the style and type of architecture working from drawings and plans either posted on the Chamber wall or documentation presented on easels as well as presenting the material and color palettes for each product type in the development. Questions were then posed to Mr. Truax as well as Mrs. Stipkovich by Agency Members wherein they relayed the following: there will be CC&R's and Homeowners Associations for the the two separate home ownership parcels which would have control over color and maintenance of the properties. There will be no gated communities, interior streets in the ownership portion of the community will be private and maintained by the Association. Lisa Stipkovich. Agency Member Kaywood moved to approve preliminary plan drawings for Lincoln Village including the material and color palettes subject to the recommended conditions of approval as shown in Attachment A of the Staff report.
