DIRECTOR OF COMMUNITY DEVELOPMFNT: Lisa Stipkovich A complete copy of the agenda for the meeti -ng of the Anaheim Redevelopment Agency was posted at 1:30 p.m. on April 20 1990 at the Civic Center kiosk, containing all items as shown herein. Chairman Hunter called the regular meeting of the Anaheim Redevelopment Agency to order at 6:08 p.m. MINUTES: Approval of the minutes was deferred until the next regular meeting. FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of $79,326.95 for the week ending April 20, 1990, in accordance with the 1989 -90 budget, were approved. 1. 105/152: ATTEN DANCE AT 15TH ANNUAL CALIFORNIA PRESERVATION CONFERENCE: Submitted was report dated April 17, 1990 from the Community Development Director recommending that the Agency authorize the attendance of Community Redevelopment Commissioner Donna Berry at the 15th Annual California Preservation Conference. Agency Member Daly moved to authorize Community Redevelopment Commissioner Donna Berry to attend the 15th Annual Preservation Conference in San Francisco April 25 - 29, 1990. Agency Member Pickler seconded the motion. MOTION CARRIED. 2. 161 PRESENTATION - LAND USE MAP CIRCULATION PLAN AND ILLUSTRATIVE DRAWINGS - DOWNTOWN PROJECT ALPHA: Submitted was report dated April 17, 1990 from the Director of Community Development, Lisa Stipkovich, recommending that the Agency approve the Land Use Map, Circulation Plan and Illustrative Drawings for downtown Project Alpha. Mrs. Stipkovich first reported that relative to the Guide for Development as discussed in the subject report, Staff has been working with the firms of ELS /Elbasani and Logan, Architects (ELS) and Sedway Cooke Associates over the past few years in updating the Guide relating to Downtown Project Alpha. The Agency today will be shown three graphic presentations, the Land Use Map, the Circulation Plan and the Illustrative Drawing. Based upon the Agency's approval of the elements, Staff will then move forward with the text for the Guide and will resubmit it to the Agency. The reason for the presentation today is that Staff has worked with community groups, the Redevelopment Commission and the Planning Commission in gaining their approval. Before proceeding, they would like to gain approval of the graphic depiction on what Staff feels will be the basic policy document that the Agency will be approving. The Illustrative Drawing will become part of 90 -34 M& Anaheim Civic Center, ANAHEIM REDEVELOPMENT AGENCY April 24. 1990. 5:30 p.m. the newsletter they are planning to send to every household and business in Anaheim as part of their public relations campaign. She then introduced Mr. Tom Cooke of Sedway Cooke. Mr. Tom Cooke, Sedway Cooke. Working from the large exhibits displayed on the east Chamber wall, Mr. Cooke briefed the Land Use Map which represents a refinement of the Land Use process contained in the City's General Plan. (The area boundaries east to west are Harbor Boulevard to East Street, and north to south, Cypress Street to Broadway.) He explained what each area (designated by various colors) will contain. He then briefed the Transportation /Circulation Plan working from the next set of exhibits - what the various streets will be used for, parking facilities relating to the pedestrian circulation system, what is already in place and has been approved, local access roads for ingress and egress, etc. Mr. Cooke then turned the presentation over to Frank Fuller to present some of the design concepts. Mr. Frank Fuller, ELS Architects. He briefed the next exhibit, the Illustrative Drawing of the entire subject area explaining that the drawing represents one possible way all of the pieces could be put together for the center of Anaheim. It is a vision, and not an actual drawing, not of what will be there, but what could be there. At the conclusion of Mr. Fuller's presentation, Agency Members posed questions to Staff. Mrs. Stipkovich confirmed that the Guide for Development will be submitted to the Agency in approximately 30 days. If not complete, at least a draft could be submitted at that time for review. A Guide was developed in 1976. The current document came out in 1987 which incorporates some of the concepts. Staff has been working on it ever since with the consultants and the Commission. The formal Guide being updated is really the 1976 Guide for Development. MOTION: Agency Member Kaywood moved to approve the Land Use Map, Circulation PLan and Illustrative Drawings for Downtown Project Alpha as recommended in report dated April 17, 1990 from the Director of Community Development. Agency Member Pickler seconded the motion. MOTION CARRIED. ITEMS OF PUBLIC INTEREST: No items of public interest were addressed. ADJOURNMENT: Agency Member Hunter moved to adjourn.
