Sohl EXECUTIVE DIRECTOR OF COMMUNITY DEVELOPMENT: Lisa Stipkovich A complete copy of the agenda for the meeting of the Anaheim Redevelopment Agency was posted at 3:45 p.m. on March 1, 1991 at the Civic Center kiosk, containing all items as shown herein. Chairman Hunter called the regular meeting of the Anaheim Redevelopment Agency to order at 5:33 p.m. MINUTES: Agency Member Simpson moved to approve the minutes of the regular meeting held January 15, 1991. Agency Member Pickler seconded the motion. MOTION CARRIED. FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of $320,875.03 for the week ending March 1, 1991, in accordance with the 1990 -91 Budget, were approved. PRESENTATION - ARTISTS' CONCEPTS FOR THE KOLL CENTER: The presentation which was to be given under the workshop portion of the agenda was presented at this time. Lisa Stipkovich, Executive Director of Community Development. The Art program for the Koll Center is set up in the Koll Disposition and Development Agreement. The Agency has previously approved the Art Plan and are now being asked to approve the artists' concepts for the Koll Anaheim Center. (See minutes of the Redevelopment Agency Meeting on November 13, 1990 where a presentation was made on the Art Plan developed to complement the architecture and landscaping of the Koll Anaheim Center). Working from posted maps of the area, Mrs. Stipkovich delineated the sites involved. He; brief overview was also supplemented by slides some of which showed the three artists who will be working on the project - Daniel J. Martinez, Nobuho Nagasawa and Buster Simpson. Present tonight is Marc Pally, Art Consultant and Daniel Martinez. Marc Pally, Art Consultant. What is being presented tonight is a list of ideas that will be further developed into schematic designs that the Agency will be reviewing within a month. (See documents submitted entitled 'Koll Anaheim Center Art Plan - Potential Components' which gave a brief overview of the concepts involved). Tonight they are speaking of direction and potential components. The potential components for the Art Plan which the Agency will see in the schematic stage will include history vaults which reveal relocated streetscape remnants such as the Cupola from the Pickwick Hotel, and an amenity package that will include artists' design seating, trash receptacles and drinking fountains, a laser cross -hair which established the original grid for the settlement in the mid - nineteenth century, a civic nursery and also vaults which expose infrastructure systems, sculptural elements, water elements, 91 -16 Anaheim Civic Center, ANAHEIM REDEVELOPMENT AGENCY March 5, 1991, 5:00 P.M. highly enriched paving through stamping, writing and plaques directly into the pavement and other methods of treating the pavement, an audio element and finally, numerous historical artifacts will be retrieved and repositioned either in the memorial vaults or moved elsewhere on the site. This is basically a "shopping list" and the schematics the Agency will be looking at within a month will give more focus and provide visualization of the ideas. He then introduced Daniel Martinez to explain some of the philosophical directions that the artist took. Daniel Martinez. His original intent was to try to give a sense of the type of thinking that goes into trying to create a project such as this. He is one of the three artists working on the project, each varying in age and culture. They will be three singular voices operating as a chorus. They have spent an intensive period of time researching the history of Anaheim to get a grasp on what it represents in its past, present and what it will represent in its future. It is attempting to create a sense of place. They are trying to incorporate ideas of public art that reveal themselves in a variety of ways to what they refer to as a repeat user. They are trying to touch upon a lot of the important sites, feelings and history of Anaheim. Lisa Stipkovich. Another issue is the change in pavement. Illustrative graphic design was posted of the Harbor Place streetscape which was previously approved. Due to the integral nature of what the artists want to do with the various elements in the sidewalk, the recommendation is to modify the pavement as shown in the models presented. (Pieces of what the pavement will look like - the old and the new were shown to the Agency). It is going from a more sophisticated granite aggregate previously approved to something simpler. Because of all the other elements the artists are planning to put into the sidewalk, the scoring pattern will be changed to be more typical to the regular City scoring pattern. It is a minor change but the artists felt strongly it would allow them to do a lot more with the sidewalk. It is basically the same color but without the aggregate granite chips. This was reviewed by the Redevelopment Commission and recommended by them. They are asking tonight for approval of the basic concepts. She realizes it is difficult to understand specifically what is being recommended. It is a multilayered plan of art that would work into the site and hopefully bring back some of the historical parts of Anaheim as well as things that are new, different and exciting. The Agency will better be able to understand the recommendation when the schematics are submitted. Mrs. Stipkovich then clarified for Agency Member Daly that the old pavement was a much busier pattern. The other does not have the aggregate granite chips integral to it. It would not be saw cut but a hand troweled joint and the pattern will be more of a regular rectangular cut rather than the angled -saw cut, the reason being the sidewalk is almost a statement in and of itself. To incorporate the vaults, inlays or other things into that would probably be competing with each other. The vaults will be visible. It will be a see - through type of surface on the top and a label or plaque indicated what the observer is looking at which would work in the daytime and also be lit up at night. 91 -17 Anaheim Civic Center, ANAHEIM REDEVELOPMENT AGENCY March 5, 1991, 5:00 P.M. CONSENT CALENDAR ITEMS: On motion by Agency Member Hunter, seconded by Agency Member Daly, the following actions were authorized in accordance with the reports and recommendations furnished each Agency Member and as listed on the Consent Calendar Agenda: 1. 161: Approving the artists concepts for Koll Anaheim Center; and approving modification to the pavement materials for the Koll Anaheim Center landscape plans. 2. 123: Approving a First Amendment to Agreement with Sedway Cooke and Associates, in the amount of $234,000 for technical assistance in urban planning and design, and authorizing the Chairman and Secretary to execute said agreement. Agency Member Hunter offered Resolution No. ARA91 -4 for adoption, approving the terms and conditions of an amendment to Cooperation Agreement No. 58 for right -of -way and public improvements with the City of Anaheim; and Resolution No. ARA91 -5 for adoption, approving the terms and conditions of Cooperation Agreement No. 79 for right -of -way and public improvements with the City of Anaheim. Refer to Resolution Book. 3. 123: RESOLUTION NO. ARA91 -4: A RESOLUTION OF THE ANAHEIM REDEVELOPMENT AGENCY APPROVING THE TERMS AND CONDITIONS OF AN AMENDMENT TO COOPERATION AGREEMENT NO. 58 FOR RIGHT -OF -WAY AND PUBLIC IMPROVEMENTS WITH THE CITY OF ANAHEIM. 4. 123: RESOLUTION NO. ARA91 -5: A RESOLUTION OF THE ANAHEIM REDEVELOPMENT AGENCY APPROVING THE TERMS AND CONDITIONS OF COOPERATION AGREEMENT NO. 79 FOR RIGHT -OF -WAY AND PUBLIC IMPROVEMENTS WITH THE CITY OF ANAHEIM.
