MINUTES: Approval of the minutes of the regular Anaheim Housing Authority meeting held June 15, 1976, was deferred one week. REPORT - FINANCIAL DEMANDS AGAINST THE ANAHEIM HOUSING AUTHORITY: Deputy City Clerk Linda D. Roberts reported that there were no demands against the Anaheim Housing Authority; however she noted a credit in the amount of $86.70. ORANGE COUNTY FAIR HOUSING COUNCIL PROPOSAL TO PROVIDE E UAL HOUSING ....,� OPPORTUNITY COUNSELING TO HUD SECTION 8 EXISTING HOUSING CERTIFICATE HOLDERS: Housing Director Rosario Mattessich briefly summarized his memorandum report dated June 11, 1976, outlining a proposed agree- ment with Orange County Fair Housing Council (OCFHC) to assist the Anaheim Housing Authority in providing equal housing opportunity counseling to HUD Section 8 existing'Housing Assistance Program certificate holders. He noted the proposed agreement would provide for a one -time fee of $5.00 per certificate holder counseled during the fiscal year July 1, 1976 to June 30, 1977; funds to be provided through the HUD preliminary cost allotment per unit leased and administrative fee. Mr. Mattessich further advised it was the recommendation of the Community Development Department that the proposed agreement be approved as presented. He introduced Mr, Leon Peters, Director of the Orange County Fair Housing Council, who was present in the Council Chamber. On motion by Mr. Thom, seconded by Mr. Seymour, the City Attorney was instructed to prepare an agreement with the OCFHC, as outlined by the Housing Director. MOTION CARRIED. ANAHEIM HOUSING COMMISSION APPOINTMENTS: It was noted that the imminent appointments to the Anaheim Housing Commission should consist of seven members, two of which should be "Tenant Commis- sioners", one of which should be sixty -two years of age or older. Chairman,.Thom requested that each Housing Authority Member be prepared to appoint one member to the Commission, with the two Tenant Corr.missioners being appointed by the entire Authority. He requested that the Housing Director supply the Members of the Hous- ing Authority with a list of potential Tenant Commissioners. 76 -7 ANAHEIM HOUSING AUTHORITY - June 22, 1976, 1:00 P.M. Responding to question by Mr. Seymour, Deputy City Attorney Malcolm Slaughter advised that if a person is receiving a direct subsidy from the Housing Authority, he is a tenant for the purposes of serving on the Housing Commission. Mr. Mattessich, in answer to question by Mr. Seymour, estimated that the Commission would meet no more than twice each month. It was requested by Chairman Thom that the Members of the Housing Pathority be prepared to make their individual-appoint- ments on July 6, 1976, 1 :00 P.M. INTEGRATED FINANCIAL AND MANAGEMENT CONTROL SYSTEM - PROPOSED AGREE- MENT, ARTHUR YOUNG AND COMPANY: At the request of Authority Member Seymour, consideration of a proposed agreement with Arthur Young and Company for an integrated financial and management control . system for the Housing Authority was delayed until a later dare. ADJOURNMENT: There being no further business before the Anaheim Housing Authority, Mr. Roth moved to adjourn. Mr. Seymour seconded the motion. MOTION CARRIED. ADJOURNED: 1 :26 P.M. ALONA M.
